The Senior Program Manager of CI Hawaii is responsible for managing the organization’s strategic priority to transform seafood value and supply chains in the Hawaiian archipelago. The objectives of this priority include the following:
- Sustainable production promoted through market-based incentives for producers to fish sustainably, while increasing the value, profitability, and livelihoods associated with seafood
- Increased food production in traditional Hawaiian fishponds (loko i‘a), supported by production models, markets, and distribution systems for fishpond seafood products, increasing physical and economic access to local seafood and enhancing cultural ecosystem services
- Enhanced resilience of local seafood supply systems through a network of participating producers, distributors, and retailers, working together to promote healthy, local seafood
- Increased consumption of local seafood, with shifts in consumer demand toward sustainably harvested, local fisheries products through education, awareness, and cultural engagement
- Novel investment and financing opportunities that protect natural capital are explored and developed, creating new markets and incentives to support sustainable seafood initiatives
The Senior Program Manager will develop and maintain strategic partnerships, both internally and externally, to ensure effective and successful implementation of CI Hawaii’s seafood value and supply chain program, including its community supported fishery business, Local I‘a. The Senior Program Manager will oversee the incubation of Local I‘a, the development of a fisheries improvement project model, including traceability technology, and will develop strategic collaborations and partnerships to undertake market-based solutions for seafood sustainability. The Senior Program Manager will report directly to the CI Hawaii Director, and will supervise the Fisheries Finance Fellow and Local I‘a Operations Manager, and work with other staff, including the Program Manager, Technical Advisor, Science Advisor, Development Manager, Research Analyst, and other future positions as necessary. The Senior Program Manager will also coordinate with other CI programs working on market-based approaches as part of the fisheries component of the Global Agriculture and Fisheries Sector and Science Innovation institutional priorities.
RESPONSIBILITIES
- Lead the successful establishment of Local I‘a, a community supported fishery business to support community and ocean health in Hawaii, business operations and financial oversight, development and implementation of outreach and communications (incl. direct supervision of Local I‘a operations and staff), administrative and legal compliance, and ensuring a strong financial and operational basis for implementation.
- Develop and implement a Fisheries Improvement Project (FIP) model for small-scale fisheries in Hawaii, including developing a sustainability standard that draws on industry standards and incorporates Hawaiian pono fishing, leading the development of pre-assessments for target fisheries, and piloting of traceability technology for seafood. Create and manage strong, high-quality partnerships for implementation of FIPs, traceability initiatives, and other market and technology-based approaches through communication, collaboration, and effective partnership building.
- Develop novel investment and financing analyses and opportunities, to catalyze new investments in sustainable fisheries, aquaculture, and sustainable seafood enterprises through partnerships, conservation finance models, and business opportunities. Through strategic collaborations with funding organizations, aquaculture experts and fishpond practitioners, develop and pilot production, policy, and business models to ensure viable production approaches, including sustainable financing models for fishponds, fisheries, and policy models (e.g., fisheries licensing systems, traceability technologies)
- Raise financial resources to support CI Hawaii initiatives, working with the Director and the Development Manager; Ensure timely reporting on existing grants for CI Hawaii in collaboration with Development Manager, Moore Center for Science and Ocean’s Leadership, and CI’s Development team.
Working Conditions
- The position may require up to 25% interisland travel and frequent domestic/international travel.
- This position requires a flexible schedule including working numerous nights and weekends.
QUALIFICATIONS
Required
- 3+ years experience in business, finance, or markets, preferably in food systems or fisheries industry in the Hawaiian Islands
- Graduate degree or combination of degree and experience, in business, economics, law, social science, or other applicable field
- Extensive knowledge of the business environment, including applicable policy, laws and regulations preferably in Hawaii
- Demonstrated ability to create high-level strategic partnerships and achieving goals by coordinating numerous organizations' activities
- Demonstrated ability to fundraise with governments, foundations, and private individuals
Preferred
- Knowledge of Hawaii's sociocultural environment including Native Hawaiian communities and local culture, customs, social dynamics, economy, and history of interactions between environmental groups and fisheries groups
- Experience managing employees, program budgets with numerous subgrantees and partners, and outreach and communication efforts
- Demonstrated ability to build relationships and working collaborations across sectors and between historically-divided groups
