DUTIES AND RESPONSIBILITIES

Under the general supervision of the Regional Representative for the Near East, and the technical guidance of the Director, Policy Assistance and Resources Mobilization Division (TCA), the incumbent will advise the Regional Representative on matters related to agricultural policy to address regional issues and lend support to regional organizations and bodies, as well as member countries, with particular attention to the analysis of policy issues affecting food security and agricultural and rural development, and coordinate the functions of other Policy Officers. In particular, the incumbent will:

  • advise the Regional Representative on policy matters related to addressing the regional issues affecting sustainable food security, agriculture and rural development; and provide policy support to Regional Economic Integration Organizations in the region, as well as to member countries whenever needed;
  • monitor key developments in the region and keep updated information on them, especially with regard to major trends and challenges in the field of agriculture, interacting and exchanging information with the policy officers in the various sub-regional multidisciplinary teams, leading or participating in studies and investigations and providing information for country briefs and other briefing material as required;
  • provide technical support to FAO strategic partnerships and cooperation initiatives with member countries as well as UN, international and regional organizations and regional multilateral processes within region;
  • lead, participate in or contribute to missions for: (a) identification, formulation, appraisal and backstopping of regional programmes and projects in areas of FAO’s mandate; (b) reviewing and developing technical cooperation programmes in line with agricultural development priorities and frameworks of the region and its member countries; (c) provide policy-related technical support to FAO Representatives in the formulation/revision of their National Medium-Term Priority Frameworks (NMTPFs), and in the participation in in-country multilateral processes such as the CCA, UNDAF, and PRSPs, particularly in the context of the One UN reform;
  • promote FAO’s field programme in the region, in line with national and FAO strategies and priorities, covering project identification through preparation, approval and facilitation of resource mobilization;
  • contribute to technical servicing of FAO regional statutory bodies, including the regional conference and other relevant regional fora, as needed;
  • contribute to the work of the Policy Assistance and Resources Mobilization Division by covering the regional dimension of its programmes;
  • organize, supervise and participate in capacity building activities in the region, as required;
  • perform other related duties as required

 

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced university degree in economics or agricultural economics
  • Ten years of relevant experience in: providing policy advice and assistance; conduct of sector policy analysis and reviews; design and formulation of policies, strategies, programmes and development projects; familiarity with regional integration issues and concerns; preparation of technical policy papers for presentation at international/regional fora
  • Working knowledge (level C) of Arabic and English

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent and relevant of educational qualifications
  • Familiarity with the emerging policy issues in the region in the context of the need to maintain agriculture’s competitiveness and food security in the face of globalization, trade liberalization and technological evolution
  • Excellent communication skills, both orally and in writing
  • Ability to work in a team and under pressure and to plan, organize and supervise work of others and meet deadlines
  • Extent of experience with regional and sub-regional intergovernmental institutions and centres of excellence of particular relevance to the region and experience with the economic, social and cultural conditions of the countries of the region
  • Experience in organizing international, regional, sub-regional and/or country level technical policy seminars and workshops to discuss policy work, including emerging policy issues and concerns of regional relevance

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-5 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 99,344 US$ 117,062 (without dependants) and from US$ 106,936 to US$ 127,040 (with dependants)
