GLA Environment is recruiting three Senior Policy Officers within the Climate Change Unit (x 2 permanent and x 1 fixed term contract to 28 February 2022).

The Climate Change Mitigation team leads on climate change strategy and policy development to support the Mayor’s goals to make London zero carbon and deliver a green recovery from Covid-19. The team monitors and reports progress against targets, and uses this to inform the city’s strategy. It also develops new delivery mechanisms to accelerate the necessary changes to make London a zero-carbon city, while meeting the needs of Londoners and adapting to Climate Change. The team works collaboratively with partners across London, nationally and globally to embed and support action on climate.

GLA3099: Senior Policy and Programmes Officer – Climate (Fixed term until 28 February 2022)

You will be responsible for overseeing the process that ensures planning applicants are complying with energy policies that support the Mayor’s net zero carbon target, as set out in the London Plan (specifically policies SI 2, SI 3 and SI 4). You will manage a team of technical external consultants to scrutinise and improve applications as they progress through the planning system. Technical knowledge of Part L of Building Regulations including the compliance software (i.e. SAP and SBEM) as well as an understanding of how heat pumps and heat networks operate will be highly advantageous in fulfilling the requirements of the role. An understanding of the planning application process and familiarity with energy strategies submitted as part of the planning application process would also be beneficial.

The role will involve working closely with relevant officers across the environment and planning teams at the GLA and engaging with key external stakeholders including developers, consultants working on behalf of planning applicants and energy officers in local authorities. It will also include feeding into the implementation of new London Plan policies including the ‘Be Seen’ energy monitoring requirement and the Whole Life-Cycle Carbon Assessment policy. Input into Opportunity Area Planning Frameworks and other strategic development plans and testing new planning decision support tools will also be involved. The role will include developing and updating GLA monitoring reports and guidance (specifically the Energy Assessment Guidance 2020), leading technical workshops and providing technical support to GLA and borough planners.

GLA1549: Senior Policy and Programmes Officer – Climate (Permanent)

You will be responsible for producing London’s annual greenhouse gas emissions inventory and annual reporting through CDP and C40 and other initiatives. They will also support the ongoing management and development of the GLA’s suite of energy and zero carbon modelling tools. The post holder will also manage the reporting of London’s consumption based emissions and support London’s approach to tackling these emissions.

The post holder will lead and co-ordinate briefings and correspondence relating to climate mitigation and energy and policy, and proactively support the team to collaborate with different partners across London, including London Boroughs. They will work with technical and policy leads across the wider energy and climate team to develop new policy positions. The candidate will also manage engagement with external stakeholders and consultants in order to further London’s progress in meeting its zero carbon ambition.

GLA3417: Senior Policy and Programmes Officer – Climate (Permanent)

You will support development and delivery of workstreams within the Climate Change programme, primarily the Future Neighbourhoods 2030 fund, which will deliver on the objectives of the Mayor’s Green New Deal Recovery Mission and Green New Deal Fund. You will work with technical and policy leads across the wider Environment team and GLA to co-ordinate their input and engagement. The candidate will engage with external stakeholders, such as London’s local authorities, community groups and anchor institutions, in relation to promoting the programme and ensuring it achieves desired outcomes.

You will also work to support the team’s development and delivery of a programme of activity which highlights London’s climate action, both in the current year of COP 26 and beyond. This includes researching and implementing recommendations, working with partner organisations such as C40, the M9, London Businesses and representative bodies, and supporting on the development of engagement opportunities such as a programme of events in the lead up to COP26.

You will conduct analysis and research to develop policy recommendations, work with external partners and convene stakeholders in support of the Mayor’s commitment to tackle the climate emergency, as well as lead and co-ordinate briefings and correspondence relating to climate change and energy policy. Prior experience of public procurement or grant programmes would be valuable.
