Senior Policy Analyst/Team Leader – Environment, Climate Change and Development

Description

We are looking for a dynamic and experienced professional to manage a team of professionals, providing the intellectual leadership to design, develop and implement the OECD Development Co-operation Directorate’s work programme on environment and sustainable development as these issues affect developing countries. The successful candidate will help strengthen the development dimensions of the OECD Green Growth Strategy working with other OECD directorates to build the relevance and credibility of green growth concepts for developing countries through analysis and understanding of the challenges of different country situations. This portfolio will include the development and communication, as well as  support to implementation of policy guidance on a) addressing climate change challenges and finance in developing countries; b) capacity development for environment in development co-operation; and c) pro-poor green growth. A major component of the work is to use collective experience from improving aid effectiveness in other policy areas, to provide guidance on (a) how developing countries’ access to climate change finance can be facilitated and (b) how the funds can be used effectively at country level to support climate change adaptation and mitigation activities that are integrated into, and contribute to, national development objectives.
 
The successful candidate will report to the Head of the Policy Division of the Development Co-operation Directorate (DCD), the Secretariat to the Development Assistance Committee (DAC). The DAC is the international forum where bilateral and key multilateral donors work together to help developing countries reduce poverty and achieve the Millennium Development Goals. The DCD assists the DAC in carrying out its mandate to help increase financing for development and improve the quality and effectiveness of development co-operation.
 
 
Main Responsibilities
 
Management, planning and strategic support
·         Manage the implementation of the work programme to ensure the outputs are delivered in a timely manner and according to budget.
·         Manage and motivate staff to ensure high-quality and cost-effective delivery of the work programme through effective working methods, a good working atmosphere and good communication. Identify, and supervise the work of, expert consultants to provide substantive inputs for the work programme.
·         Provide technical support to the DAC Network on Environment and Development Co-operation (ENVIRONET).
·         Manage and strengthen strategic relations with DAC members, other providers of development co-operation, partner countries, multilateral organisations and NGOs active in environment and development issues.
·         Liaise with, and promote collaboration with, other OECD Directorates and prepare OECD contributions to multilateral processes such as the G20, UNFCCC and Rio +20.
 
Intellectual leadership, analysis and drafting
·         Provide overall intellectual leadership for the work programme, including identifying emerging priorities.
·         Exercise quality control of policy guidance products and reports.
·         Develop and draft policy guidance, policy positions, issues papers and factsheets for a range of audiences.
·         Prepare briefing material, speaking points and articles for publication.
 
Representation, communication and dissemination
·          Develop and implement communication strategies for policy guidance products to maximise their value, visibility and impact within the DAC, the OECD and the broader international community.
·          Represent the OECD at international meetings and conferences.
·          Develop synergies with the work of other DAC subsidiary bodies, foster co-operation and interdisciplinary work with other OECD Directorates and policy communities.
 
Candidate’s profile
 
Academic Background
·          An advanced university degree, preferably with a specialisation in development economics, environmental economics or environmental planning and finance.
 
Professional Background
·          A thorough knowledge of environmental issues in developing countries, and of the international processes related to environment, climate change and finance for climate change adaptation and mitigation.
·          Minimum of eight years’ postgraduate experience working on climate change adaptation, green growth/economy measures, biodiversity and/or ecosystem services in a developing country context.
·          Analytical, policy and operational experience gained working in a bilateral aid agency, a multilateral organisation or with a partner government in a least developed country.
 
Languages
·          An excellent command of one of the two official languages of the OECD (English and French) and working knowledge of the other. Knowledge of other languages would be an asset.
 
Key Competencies
·          Strong conceptual and analytical skills demonstrated by professional achievements including peer-reviewed publications.
·          Good judgement in dealing with complex and sensitive policy issues inherent in international processes.  Previous direct exposure to international processes, events and discussions related to climate change, environment and development would be an asset.
·          Excellent drafting skills and ability to communicate key messages on complex policy issues to a range of audiences.
·          Demonstrated ability to present ideas with skill and judgement to stakeholders, to speak and write clearly and persuasively, to command attention and establish credibility.
·          Proven capacity to lead, empower and motivate the Secretariat team, as well as the Network’s members. Strong management (personnel and financial) skills and ability to provide substantive guidance to experienced and junior staff.
·          Ability to formulate and advance initiatives with high energy and commitment. Proven capacity to produce high quality results on a timely basis and according to budget.
·          Excellent interpersonal, negotiation and diplomatic skills. Demonstrated ability to work effectively in a multicultural environment.
