Senior Policy Advisor

Job Location: Flexible

Job Purpose

Lead the development of Natural Resources Wales’ approach to non-nuclear radioactive substance regulation, developing guidance and tools as appropriate. Support the development of Policy Team members by applying technical, legislative and regulatory experience.  Maintain an overview of the sector identifying the implications for Natural Resources Wales.

Job Specific Responsibilities

Delivering results

  • Lead the development of advice and guidance for their sectors, to ensure that NRW adopts a proportionate and risk based approach to the provision of statutory advice and regulation in line with the purpose of NRW;

  • Be the principle provider of technical support to staff in Operations and National Services on the permitting and regulation for holders of non-nuclear sources and materials including High Activity Sealed Sources;

  • Be the principle provider of advice and technical support in relation to naturally occurring radioactive substances (NORM) in relation to on-shore oil and gas exploration

  • Be the principle point of contact with the relevant UK and Welsh Trade Associations, National Counter Terrorism Officers, Environment Agency, SEPA and NIEA to share and work together on the development of advice and guidance for this sector in Wales;

  • Review evidence of new and emerging technologies and consider the implications for the role and remit of Natural Resources Wales. Develop papers to consider the implications for NRW and, if appropriate, scope the necessary work programmes.
    Building strong stakeholder relationships

  • Provide technical support and advice to staff in Operations and National Services on the regulation of relevant sectors, to ensure a consistent approach across Wales;

  • Provide technical support and advice to staff in Welsh Government on issues related to relevant sectors;

  • Influence key stakeholders, work collaboratively and build partnerships to develop evidence and guidance for Wales related to the relevant sectors (e.g. work with EA, SEPA, Welsh Government, UK Government Departments, academic community).

  • Disseminate complex technical information and data to a range of audiences ranging from technically proficient to non-technical. 

Job Specific Requirements

  • The post requires the holder to have had direct experience of working with radioactive sources or wastes, either as a regulator or operator.
  • An environmental or physics degree or relevant experience and/or a higher degree in a suitable subject.
  • Experience as a Radiation Protection Advisor.
  • You'll need to be an excellent communicator, be able to demonstrate effective interpersonal skills and be a strong team worker.

You’ll possess proven ability and/or knowledge in the following areas: 

  • A working knowledge and good understanding of the complicated legal framework and EU, UK and Welsh legislation applicable to radioactive substances regulation (RSR)
  • An understanding of the technologies and processes, the environmental risks of the RSR sector and mechanisms to manage these risks, that allow NRW to regulate effectively.
  • An ability to identify and manage organisational risks arising from the regulation and permitting of radioactive substances
  • Working with government departments/regulators, preferably on environmental issues;
  • Translating Government policy/legislation or organisational strategy into approaches for operational delivery;
  • Working independently demonstrating personal initiative and good organisational skills;
  • Being innovative and demonstrate drive to achieve targets;
  • Building effective relationships;
  • Project management experience;
  • Excellent written and verbal communication skills;
  • Interpreting and reporting on environmental data, and turning data into evidence.


Due consideration has been given to the Welsh language requirements for the post and the existing skills within the department. Taking this into consideration the Welsh language skills required for the post are at Level 1.

Level 1 - The ability to use basic Welsh conversational phrases (e.g. “bore da” – “good morning”) and to pronounce Welsh place names correctly.

This post is responsible for:

  • Development of risk based and proportionate advice, guidance and other tools as appropriate, related to RSR, aligned to the purpose of NRW.

  • Technical support to NRW staff on issues relating to non-nuclear RSR matters.

  • Overview of emerging and new technologies and consideration of the implications for NRW.Status
    This is a permanent, pensionable full-time appointment of 37 hours a week.

Salary

Starting Salary £41,653.00
