Senior Permitting Officer (Regulated Industry)

To technically assess complex permit applications, including those for sites of high public or political interest, from a variety of process industry sites, working with a range of internal and external stakeholders to ensure that the decisions taken are protective of the environment whilst supporting economic growth.

Job Location

Any Natural Resources Wales office with regular weekly travel to Cambria House, Newport Road, Cardiff.

Job purpose

To technically assess complex permit applications, including those for sites of high public or political interest, from a variety of process industry sites, working with a range of internal and external stakeholders to ensure that the decisions taken are protective of the environment whilst supporting economic growth.

Job Specific Responsibilities

  • Determination of complex applications for Environmental Permits for a range of process industry sectors including Chemicals, Metals, Waste Incineration and Combustion.
  • Mentoring and coaching of colleagues within the NRW Permitting Service as well as elsewhere in the organisation in relation to process industry permitting.
  • Lead on permit reviews for various industrial sectors to ensure the sites comply with the requirements of the Industrial Emissions Directive, working with relevant organisations to ensure consistency in approach throughout England and Wales.
  • Support operational teams in pre-application discussions for a range of process industry sites.
  • Act as the Permitting Service technical lead for the Ferrous and Non-ferrous Metals sector.
  • Represent the Permitting Service on the Natural Resources Wales Metals sector group to ensure effective regulation of sites within the sector throughout Wales.

Job Specific Requirements

  • Education to degree level or equivalent in a directly relevant scientific discipline such as Chemistry, Metallurgy or Engineering. (essential)
  • Proven coaching and mentoring skills. (essential)
  • Strong customer focussed approach to delivery. (essential)
  • Practical experience of the application of relevant environmental legislation to the operation of process industry sites, preferably in the Metals sector. (essential)
  • At least 3 years experience of working within the Metals sector. (essential)
  • An understanding of the Environmental Permitting Regulations (EPR) and how they relate to the permitting process. (desirable)
  • An understanding of the changes in EPR brought about by the Industrial Emission Directive and what that means for the future of process industry regulation. (desirable)

Due consideration has been given to the Welsh language requirements for the post and the existing skills within the team. Taking this into consideration the Welsh language skills required for the post are at

Level 1 - The ability to use basic Welsh conversational phrases (eg “bore da” – “good morning”) and to pronounce Welsh place names correctly
