Description

To lead/support the assessment of more complex environmental licence applications, with particular regard to the marine renewable sector, to ensure that the activities are sustainable for both industry and the surrounding environment.

Job Location

Any Natural Resources Wales office with regular weekly travel to Cambria House, Newport Road, Cardiff.

Job purpose

To lead/support the assessment of more complex environmental licence applications, with particular regard to the marine renewable sector, to ensure that the activities are sustainable for both industry and the surrounding environment.

To lead/support the team in working through the planning inspectorate process for nationally significant infrastructure projects (NSIPS).

The job holder is also required to represent the Licensing team at stakeholder events relating to their teams work as well as being one of the key contacts in the team to respond to complex permitting queries from both internal and external customers.

Job Specific Responsibilities

Delivering results

  • Determination of complex applications for Environmental licenses with a particular focus on the marine renewable energy sector and/or marine dredging.
  • Support the Planning inspectorate process for Nationally Significant infrastructure projects (NSIPS)
  • Support operations teams in pre-application discussions and post license work.
  • Lead on/ project manage process improvements within the team.

Building strong stakeholder relationships

  • Support any working groups with relevant parties to ensure consistency in approach throughout Wales.
  • Represent the Permitting Centre on relevant internal technical groups.
  • Represent the Permitting Centre with external stakeholders including at sector groups.
  • Build and maintain productive working relationships with other regulators such as the Marine Management Organisation and Marine Scotland

Developing people

  • Mentoring and coaching of other Permitting Officers within the Marine Licensing team to ensure consistency in approach to permitting.
  • Lead/support the team through the planning inspectorate process for NSIPS

Job Specific Requirements

  • Education to degree level or equivalent in a relevant scientific discipline.
  • An understanding of the Marine and Coastal Access Act 2009, Conservation of Habitats and Species Regulations 2010 and Marine Works Regulations 2007 (as amended), and how they relate to the permitting process.
  • Practical experience of the application of relevant legislation to marine licensable activities.
  • Good understanding of the legislative requirements relating to the construction and/or operation of marine licensable activities.
  • Practical experience of working with or within the marine renewables sector and or the marine aggregates sector.
  • Practical experience of assessing Permit applications.
  • An understanding of civil engineering terms and practices.
  • Proven problem solving skills.
  • Strong team working skills.
  • Proven coaching and mentoring skills.
  • Strong customer focussed approach to delivery.
  • Strong communication skills.

Due consideration has been given to the Welsh language requirements for the post and the existing skills within the team. Taking this into consideration the Welsh language skills required for the post are at:

Level 1 - The ability to use basic Welsh conversational phrases (eg “bore da” – “good morning”) and to pronounce Welsh place names correctly

Salary

£30,769 per annum

Status

This is a permanent, pensionable full-time appointment of 37 hours a week.
