Job purpose

The post holder will be the technical lead for water quality coastal modelling within NRW. The role will provide support and advice to those assessing planning/permit applications that will directly (discharges) and indirectly (coastal structures) affect coastal water quality. The post holder will help to inform Welsh Government Policy and aspirations for coastal water quality. 

Job Specific Responsibilities

Delivering Results

• Provide an audit role for the evaluation of third party coastal models and specify the level of modelling required for specific schemes.

• Provide technical advice and guidance to permitting, compliance and advisory colleagues to ensuring that local decisions are consistent and are in line with agreed government priorities.

• Technical lead on implications, regulatory and ecological, of the cooling water system proposed for Wylfa Newydd power station on Anglesey.

• Ability to carry out coastal modelling using open source modelling platforms.

• Lead the development of a bathing water quality prediction model for beaches across Wales.

Building strong stakeholder relationships

• The ability to disseminate complex technical information and data to a range of audiences ranging from technically proficient to non-technical

• The ability to relate model output to impacts on ecological and human receptors as part of a wider team.

• Ensure appropriate liaison with Environment Agency to ensure consistency where required

• Work with academic institutions and others  in Wales to develop best practice
  

Job Specific Requirements

A degree in a numerical discipline (e.g. engineering or mathematics), with a detailed understanding of coastal hydrodynamic and water quality processes. Experience in the development and application of numerical coastal models for impact assessment is required.

You’ll possess proven ability and/or knowledge in the following areas:

• You'll need to be an excellent communicator, be able to demonstrate effective interpersonal skills and be a strong team worker.

• Be seen as the Expert.  This will require knowledge and experience in the principles and application of mathematical marine modelling in the risk assessment for regulation.  It also requires the ability to analyse and interpret complex data and technical information.

• Interpreting and reporting on environmental and modelled data and turning data into evidence.

• Working independently demonstrate personal initiative and good organisational skills

• Project management experience

• Excellent verbal and written communication skills

• Welsh Level 1- The ability to use basic Welsh conversational phrases (E.g. bore da – good morning) and to pronounce Welsh place names correctly

The post holder is responsible to: Water Quality Planning Team Leader (vacant), reporting to Strategy Manager Water Natalie Hall.

This post is responsible for:

Leading on the use and interpretation of coastal water quality modelling.

Status

This is a permanent, pensionable full-time appointment of 37 hours a week.

£35,853
