Specific Minimum Qualifications and Expertise

Essential:

  • Expertise in management and leadership of a team of at least 6 staff in a policy implementation or business startup environment
  • Proven ability to convince senior management and key stakeholders to support proposed solutions to major issues
  • Strong track record of delivery against challenging deadlines for projects worth at least
    £1 million
  • Expertise in policy development and working with legislation
  • Proven ability to make decisions with significant financial implications (impacts of £1 million plus)
  • Excellent communication skills
  • Educated to degree level or equivalent professional qualification

Desirable:

  • Expertise in setting up and operating new administrative, compliance and/or fraud prevention functions for businesses
  • Sound knowledge of the Government’s climate change programme and future policy objectives

Purpose

  • To lead a team which will develop and set up Ofgem’s administration and compliance activities for new government environmental and social programmes (or for major changes to existing programmes). This may include programmes such as the Renewable Heat Incentive, Energy Company Obligation or Feed-in Tariff scheme. Typically the Senior Manager will oversee 2-3 of these programmes
  • To implement successful strategies for influencing government on the design of the new programmes, and to work with government so that the legislation governing the new programmes meets our requirements for their administration
  • To put in place the appropriate governance structures for the oversight of the new programmes
  • To engage with stakeholders about the proposals for the administration of the programmes

Key Outputs and Deliverables

  • To oversee liaison with relevant departments on the policy proposals for the new programmes to ensure the proposals are practical and efficient
  • To oversee liaison with relevant departments on the drafting of the legislation that will govern the new programmes to ensure that they can be effectively administered
  • To oversee cost/benefit and risk assessments of options for the administration and compliance activities for the new programmes
  • To oversee delivery of feasibility studies (where relevant) recommending how these activities be set up, detailing risk assessments, resource requirements, governance structures and project plans for their setup and ongoing operation
  • To lead on the efficient and effective design of administration / compliance functions for of the new programmes
  • To oversee delivery of comprehensive and easy to read external guidance documents which explain how external parties can access the programmes and what they need to do to comply with their obligations. To oversee external consultation on draft guidance documents and address responses to the consultations
  • To oversee delivery of an operational business plan and standard operating procedures to explain how new operational staff carry out the administrative and compliance activities (in accordance with legislative and management requirements)
  • To oversee delivery of a fraud prevention strategy and fraud prevention and detection measures for each new programme which adequately mitigate fraud risks and is endorsed by internal auditors and the Audit Committee
  • To contribute to and comment on the appropriate sections of Ofgem’s responses to DECC’s consultations
  • To oversee liaison with industry and ensure that the appropriate systems are put in place to allow external parties to interact with the programmes
  • To approve the specifications for the design of any IT systems which are needed to support the operation of these programmes.

Key Stakeholder Relationships

External

  • DECC, HMT, HMRC, Scottish Government, DETI (Northern Ireland)
  • Industry participants – electricity suppliers, electricity generators, operators of low carbon technologies, consumer groups, trade associations, Elexon, Gemserv, Carbon Trust, Energy Saving Trust

Internal

  • Legal on the drafting of the statutory instrument, guidance documents and other key documents
  • Environmental policy, and other divisions where relevant, on the design of the different programmes
  • IT on the design of the IT systems (where relevant)
  • Finance and Head of ___ to manage the budget
  • Internal auditors and Risk staff for risk reviews and audits of new programmes
  • Licensing and Enforcement team on design of our activities (where new programmes become licence conditions)
  • Environmental Project Board for endorsement of key documents and delivery approach and for resolution of major issues
  • Environmental Programmes team as the end operator of most new programme.

Key Accountabilities

  • To lead a team of 4-10 staff to deliver 2-3 new programmes
  • To ensure the overall delivery of these programmes to time, quality and budget
  • To ensure that Ofgem will be in a position to go-live with the administration and compliance functions for the new programmes by the start date proposed
  • To deliver the outputs/deliverables listed above
