The Senior Finance and Grant Manager is responsible to ensure the smooth and efficient running of CI Liberia’s finances and grant management. The position is key in ensuring the day to day running and accountability of CI Liberia’s work.  The Candidate will be responsible for ensuring financial and accounting records are in compliance with donor requirements, local and national government regulations and CI policies and procedures.  He/She will also monitor budgets, provide strategic advice on budget development, provide financial interpretation and ensuring compliance with audit requirements.  The position carries significant responsibility that is essential to the work of CI Liberia.  To hold this position a candidate must display strong financial analysis, accounting skills, demonstrated experience in managing grants, honesty and overseeing budgets.  The candidate must also display integrity in his/her work.   This position reports to the Country Director.

RESPONSIBILITIES:

  • Accounting: Review and support the work of accounting staff, ensuring accuracy and timeliness including; payments, deposits, reconciliations, accounting schedules, petty cash, fringe pool analysis, timesheet costing and travel advances. Address recommendations and guidance provided by HQ Finance  staff
  • Grants and Contract management: Perform all required due diligence in managing  outgoing grants/contacts including: conducting risk assessments, developing monitoring plans, drafting agreements, securing approvals, ensuring timely reports, reviewing and approving financial reports, conducting site visits, and managing database.   For incoming grants: support/develop donor proposal budgets, prepare/submit grant registration form, prepare donor financial reports, ensure financial compliance with donor terms & conditions agreements
  • Financial Management, Budgeting and reporting: Prepare and update annual operation budget; monitor budgets against actual performance on a monthly basis; develop and distribute reports monthly; and maintain accurate and up to date budgets in CI system
  • Other duties as assigned by supervisor

Working Conditions:

  • This position is based in CI-Liberia’s Monrovia office
  • Intermittent travel to field sites may be required

QUALIFICATIONS:

Required:

  • 4 -5 years related experience in management of operations (administration, finance, human resources, grants resources and donor management) functions for an international NGO
  • Proven experience in managing external grants
  • Experience with bilateral and multilateral donors budgets and reports 
  • Strong supervisory experience
  • Experience with diverse funding environment including US and European governments, multi-laterals, and large foundations
  • Excellent written and verbal communication skills, including proficiency in English
  • Proficient in management of technology
  • Analytical: Utilizes effective problem solving and decision making models
  • Capacity to plan, prioritize and implement with a strategic approach
  • Bachelor Degree in Accounting, Management or Business related course.

Preferred:

  • Advanced degree in Accounting, Management or Business related course
