Description

Under the supervision of the ADG/Regional Representative for Latin America and the Caribbean (RLC) and the
functional guidance of the ADG, Forestry Department, to lead, coordinate and facilitate technical assistance to the
forestry programmes and activities of FAO Members in the Latin American and Caribbean Region. In particular, will :
• advise the ADG/RR and FAO Members and institutions in the region on technical and policy matters related to
forestry and related subjects, such as sustainable forest management, national forestry monitoring and
assessment, climate change, watershed management, wildlife management; national forest programmes,
community forestry development, market intelligence and others;
• plan, organize and lead a comprehensive forestry programme in the region and to promote and to lead studies
and reviews on technical, policy and programme issues;
• plan and organize sessions of the Latin American and Caribbean Forestry Commission and an active intersessional
programme of work, acting as Secretary for the Commission;
• provide technical leadership and guidance to staff members assigned to subregional offices and
multidisciplinary team, and develop a regional team approach to issues related to forests, wildlife, watershed
management and climate change;
• advise members on national forest programmes, forest policy frameworks and other action plans and
programmes;
• take an active leadership role in the development, implementation and evaluation of an effective field
programme, including identification, technical advice, formulation and provision of technical backstopping to
forestry projects;
• take initiative to develop projects that respond to Members’ needs and to contact potential donors for fund
raising;
• monitor and evaluate the effectiveness of the forestry field programme; identify project follow-up and negotiate
project-related issues with Members and donors;
• collaborate with relevant national and regional institutions to identify, promote and backstop forestry and
related activities;
• create and manage a social network on forestry related institutions in the region and to promote initiatives of
common interest;
• supervise the collection, analysis and review of data and information on forests and the forestry sector in the
Region and to maintain a data base on relevant matters;
• lead and conduct seminars, workshops and training courses on topics of relevance to FAO Members, with the
goal of increasing the institutional capacities of Members;
• liaise with regional and international institutions and NGOs and represent FAO at meetings and discussions on
forestry programmes and projects in the region;
• lead and/or participate in project and programs development and evaluation missions of forestry issues;
• contribute to the implementation of the Regular Programme and provide inputs for periodic reporting and
planning, keeping due control of the funds for program implementation;
• serve as an effective member of the global FAO Forestry team, ensuring that the views of the Latin American
and Caribbean region are represented in the development of corporate strategies and priorities for forestry,
and supporting global initiatives including the Committee on Forestry;
• perform other related duties as required.
MINIMUM REQUIREMENTS
Candidates should meet the following:
• Advanced University Degree in Forestry
• Ten years of relevant experience in forestry, including the development and implementation of national forest
policies, plans and programmes
• Working knowledge of Spanish and English and limited knowledge of French?.
