 The OECD Trade and Agriculture Directorate (TAD) provides relevant and timely information and advice to support the efforts of member governments, and increasingly non-member governments as well, to improve the domestic and international performance of their trade, agriculture, food and fishery policies and to maintain the orderly use of export credits.

The Fisheries Policies Division is a small  and dedicated team servicing the OECD Committee for Fisheries in implementing its programme of work and budget. 

We are looking for a Senior Fisheries or Natural Resource Economist/Policy Analyst to work on monitoring fisheries policy developments and policy reform.  The selected person will report to the Head of the Fisheries Policies Division in the Trade and Agriculture Directorate (TAD).
 
 Job Duties
 1. Analysis and drafting 
• Monitor and analyse fisheries policies pursued in member countries, particularly with regard to the management of fisheries resources, rebuilding of fisheries and economic aspects of production and trade. 
• Draft analytical and policy documents and prepare documentation for studies of fisheries policies in member countries, mainly related to the sustainable use of resources, trade and fisheries policy reform. 
• Contribute to the development of the Committee for Fisheries’ programme of work. Identify key priorities for action.
• Contribute to horizontal activities of the Organisation, in particular in areas such as climate change, policy coherence for development and the political economy of reform.

2. Meetings,representation and liaison 
• Participate in and contribute to, the preparation of meetings of the Committee for Fisheries and other meetings related to the work of the Division. 
• Establish and maintain contacts with officials in member and non-member countries, national Delegations and international organisations. 
• Represent the Fisheries Policies Division and TAD, as required, at international meetings. 
• Promote the work of the Fisheries Policies Division externally through organising and participating in workshops and  making presentations. 
• Participate in horizontal activities within the Directorate or across Directorates through Task Forces or Working Groups set up to implement such activities.

3.  Management
• Identify outside consultants who could provide analytical input into this work programme and supervise their work.  Assist in the management of staff.
 
 Qualifications: education, experience, communication and languages
 1.  Education and experience 
• Advanced university degree in economics and/or natural resource management. 
• Eight to ten years’ experience in economic and management aspects of fisheries issues,  preferably in a national administration or a relevant international organisation,  and proven experience of quantitative and qualitative analysis in this field. 
• Excellent knowledge and understanding of national and international fisheries policy issues including of the political economy of reform, and ability to communicate these in a concise manner. 

2. Key competencies
• Excellent analytical capacity, knowledge and understanding of relevant policy issues. 
• Capacity to conduct original and high-level research projects that may become official OECD publications.  
• Capacity to synthesise complex issues and identify key policy messages for stakeholders.   
• Very good team spirit and strong interpersonal skills; a capacity to work effectively with experts, senior-level officials and policy-makers from member and non-member economies. 
• Capacity to take initiatives. Proven ability to carry out several projects in parallel, often to tight deadlines, and to supervise junior staff and consultants.  Ability to co-operate effectively with staff in other Directorates.
 
3. Communication and OECD official languages 
• Strong communication skills, both orally and in writing
• Excellent knowledge of one of the two official languages of the Organisation (English and French) and excellent drafting ability  in that language; working knowledge of the other.   


NB.  The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level;  in this case, the duties and responsibilities assigned to the post will be adjusted accordingly
