Senior Expert on Environmental Standards and Permitting

Project / Field of activity

The Project aims to develop and introduce Policy Packages of environmental instruments, which will be coherent mixes of policy tools that exploit synergies for achieving environmental policy objectives in a cost-effective manner while at the same time avoiding policy conflicts. These include regulatory instruments, economic instruments, liability rules, voluntarily approaches as well as information-based instruments.

Responsibilities

Due to your professional experience in conceptual work as well as in training you are able to improve knowledge and skills in planning, introduction and enforcement of effective environmental policy instruments at the beneficiary institutions, in particular the provincial and municipal Territorial Administrations of Environmental Protection. You assess legislation, standards, permitting, monitoring, economic instruments and information, and you introduce policy packages, too.

Qualifications

University Degree, preferably a postgraduate degree, in one or more of the following: biology or earth sciences, engineering, environmental sciences or management, public administration, institutional development, international relations, law.  Knowledge of English is essential; Russian will be an important advantage.
General professional experience:
Minimum of 5 years of experience in working on policy development projects. Experience in providing training would be a significant advantage.
Specific experience:
At least 5 years of experience in working on projects involving the development, enforcement or improvement of environmental standards and permitting, and economic mechanisms. Proven knowledge of EC environmental legislation; knowledge of CIS environmental legislation would be an advantage. Experience in NIS, in particular in Central Asian countries would be an advantage.
