Job position Senior Expert – Rural Development, environment. Institutional Development, policy development in the field of climate change or environmental projects, program management

Project description Kick start expert mission for the start up implementation phase of the project: "Ethiopia Global Climate Change Alliance (GCCA-E): Building the national capacity and knowledge on climate change resilient actions"
Duration 95 working days over a period of 6 months
Starting Date May 30th, 2011

Requested profile / Qualifications
The kick start expert will be a senior expert and is expected to fulfil the following minimum
requirements:
• Master Degree in the fields of rural development, environment or social sciences or
equivalent professional experience of a minimum of 10 years.
• At least 10 years of experience in institutional development at senior government
levels, policy development, in the field of climate change or environmental projects;
• Professional experience (minimum 4 years) in program management.
Additional profile
• Professional background with the preparation of working plan, M&E planning or
similar strategic documents assisting the government line ministries to implement
projects.
• Knowledge of EU or other international donors procedures with projects related to
climate change.
• Ability to work co-operatively and effectively in a multi-cultural and multidisciplinary team;
• Knowledge of public sector governance and public finance principles (accountability,
transparency and competition);
• Experience of the working and institutional environment within a host Government
ministry;
• Computer skills in Ms-Word, Ms-Excel, and Ms-PowerPoint in addition to ability to
computerize database.
