Project description Final Evaluation of the Regional Tuna Tagging Project. More specifically the objective of this Mission is to evaluate the project implementations, its stakeholders’ benefits and the realisation and achievement of the purpose and results of the project.

Requested profile / Qualifications
Minimum Criteria: * The expert should have a University degree (Bac +3) in Marine science or an agronomy-related subject, preferably fisheries or equivalent qualification. A Masters University degree would constitute an advantage. * Solid and diversified experience in the specific field of expertise needed, including experience in evaluation of projects * At least five years experience working in the IOC region * Excellent leadership skills and ability to work in a team * Full working knowledge of English and French and excellent report writing and communications in both languages * fully conversant with the principles and working methods of project cycle management and EC aid delivery methods.;
Evaluation criteria: The expert should have
* Minimum of 10 years of specific expertise in fisheries management and should have been involved in tuna management R&D related activities * Excellent skills and experience on all levels with regard to the 9th European Development Fund (EDF) procedures. * At least 10 years working experience in EDF project management, implementation and co-ordination, including budgeting and financial control. * At least 10 years proven professional work experience in programme management and well versed in project evaluation and techniques * Understanding of the social and economic situation of the Indian Ocean Region.
