Responsibilities

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is located in the UNEP/DTIE, OzonAction Branch in the Paris duty station. Under the overall supervision of the Director, DTIE and the functional supervision of the Chief, Energy and OzonAction Branch, the incumbent will: 1. Supervise, coordinate and support in substance the operation of the regional activities: a) Give substantive guidance to the Regional Network Coordinators (RNCs) on information to be provided to national Ozone Depleting substances (ODS) officers; b) Guide the RNCs on the preparation of the RNCs' work programme and the operation of each network; c) Collect, analyze and present information on critical issues at the annual meetings; e) Secure exchange of experience between networks and promote coordination between the network activities and other OzonAction activities; d) Establish strategic linkages with networking activities, institutional strengthening, training and implementation of national compliance plans; e) Identify the linkages between the Montreal and Kyoto Protocols and facilitate the transfer of environmentally friendly technologies and policies among network members; f) Select and follow-up the recruitment of suitable RNCs, including introductory training of RNCs. 2. Monitor progress, results achieved, lessons learned and expenditure of ODSONET (Ozone Depleting Substances Officers Network)and secure continued funding and operation of the networks: i) With regard to UNEP/SIDA (Swedish International Development Cooperation Agency) projects; a) Report quarterly on the progress and results achieved, and twice a year on expenditure, to SIDA/SEI (Stockholm Environment Institute)and UNEP Headquarters based on draft reports and indicative financial statements from the RNC; (b) Prepare project revisions and requests for continued funding, based on draft budget and workplan proposals. ii) With regard to networks funded by the Multilateral Fund (MF): a) Prepare inputs to Business Plans and Work Programmes of the OzonAction Programme, to be submitted by the Chief, Energy and OzonAction Branch to the Multilateral Fund Secretariat; b) Monitor the progress, results and expenditure within the programme, based on reports from the relevant Regional Network Coordinators and OzonAction officers; c) Prepare inputs to yearly requests for continued funding. iii) With regard to the administration of above activities: (a) Prepare short monthly reports on plans and progress on network activities from RNCs; (b) Review achievement and lessons learned from different networks and propose rectification or improvement to the RNCs; (c) Develop, in consultation with the Chief, Energy and OzonAction Unit, practical strategy to maximize potential Network and operationalise it for cost-effective and expeditious phase-out of ODS.

QUALIFICATIONS

Education
Advanced University degree in natural and/or environmental sciences, natural resources management or related disciplines. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.

Work Experience
A minimum of ten years of working experience dealing with environmental issues on the national and/or international level with substantive experience in preparing and/or implementing national governmental policies to phase-out ODS. Experience in cooperation with ODS officers from other countries, preferably developing countries desirable. Experience in Project Management, ODS and Montreal Protocol related issues from international organizations an added advantage.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required; Working knowledge of French and/or Spanish is desirable. Knowledge of other United Nations languages an asset.

Other Skills
Excellent computer skills (Microsoft Office, email, internet) are required.
