THIS POSITION IS TRUST- FUNDED BY AN EXTERNAL DONOR.  THE DONOR HAS PROVIDED FUNDING ON THE CONDITION THAT THE POSITION BE RESERVED FOR NATIONALS OF NORWAY.  THIS POSITION IS A TWO YEAR COTERMINOUS TERM APPOINTMENT.

As the Bank's central unit for energy, ETWEN within the Energy, Transport and Water Department, plays a key role in establishing the mission of the energy sector in Bank operations. The department is part of the Sustainable Development Vice-Presidency (SDN), and directly supports the operations of the six regional energy units. The primary role of the unit include: (i) Ensuring that there is a strategic vision for the energy sector in Bank operations; (ii) strategic management of sector staff; (iii) policy development and managing knowledge dissemination, including serving as an incubator for new ideas through quality enhancement reviews and policy research; (iv) monitoring the performance of energy operations; and (v) partnership development within and outside the Bank, and coordination of sectoral activities and inputs across Regions, with other Sectors, and External Partners. The unit is staffed by highly experienced professionals who are leaders in their own areas of competence, supported by a small administrative team. As well as supporting and contributing to the centrally funded activities of the unit, all staff provides high level operational support, advice, and skills to regional operational units.

The unit is looking for a Senior Energy Specialist to assist in taking forward the Bank's agenda to promote carbon capture and storage for climate change mitigation efforts.

DUTIES

• Policy Dialogue and Donor Coordination: Lead/coordinate the Bank's climate change mitigation and carbon capture and storage (CCS) dialogue with relevant stakeholders across the world, particularly with regard to deployment of CCS in major donors and/or client countries.
• Policy advice: Provide clients with relevant frameworks to build regulatory structures to oversee capture and storage operations in the countries; evolve Bank position on positive regulatory environments that creates an environment for large scale mitigation efforts; provide thought leadership about ways to make coal plants capture ready
• Technical and Regulatory advice: Provide the Bank leadership with technical and regulatory advice on possible new basins and regions amenable to CCS; Identify procedures and systems to bring in power producers in an agreement to install capture plants or provide for capture facilities soon; Identify barriers of economic and technical nature for capture in power plants and design methods to overcome them; Streamline the contextual technical and regulatory information for proposed projects to be used for investment decisions; Apply experience and lessons from the petroleum pipeline industry to possible carbon pipeline infrastructures; Provide Bank staff with guidance regarding the policies, institutions and capacity building for assisting with deployment of CCS at a large scale;
• Business Development: Lead/coordinate the Bank business in CCS to support the Bank's climate change strategy along with other relevant sectors; As a technical specialist in the energy and climate change sector, make a substantial technical contribution to both investment projects and analytical and advisory activities;
• Project Preparation and Financing: Lead and/or support task teams in project identification, design, financing and preparation by: advising clients on feasibility and geological studies, technology choice studies, defining appropriate benchmarks/indicators and establishing project assessment and monitoring frameworks to assess progress and outcomes; Assist clients as well as other Bank arms to provide financing for projects;
Help to establish and lead a possible specialized Bank financing window focused on CCS projects that are to be established rapidly
• Project Supervision: Supervising projects and programs under implementation to ensure implementation quality and timeliness and consistency with project's climate objectives. Supervision requirements will cover financial, disbursement, procurement, social and environmental guidelines and agreements typical to World Bank supported projects/programs
• Client and Stakeholder Network: Coordinate/participate as part of the World Bank's team at national forums, workshops and conferences focusing on climate change and energy issues. The selected candidate will establish and maintain networks with public and private sector professionals in order to expand the World Bank's dialogue on the climate change mitigation agenda.
