Description

The Union of Concerned Scientists (UCS) is an independent national nonprofit whose scientists and engineers work to solve some of our planet’s most pressing environmental and safety problems. UCS combines technical analysis and effective organizing and advocacy to create innovative, practical solutions for stemming the tide of global warming, sustainable food policy and agriculture, energy and transportation, fighting misinformation and reducing the threat of catastrophic nuclear war.

As Senior Energy Analyst, you will help lead research and advocacy efforts to shape electricity markets and policies to develop a more flexible and modern electric grid that can accommodate high levels of renewable energy, demand-side resources, and electric vehicles while reducing carbon emissions and reliance on fossil fuels. This work includes:

  • research and analysis, writing, and communicating of technical reports, fact sheets, and other materials
  • preparing and delivering regulatory and legislative comments and testimony
  • meeting with policymakers, regulators, and stakeholders
  • developing and advocating for UCS clean energy and climate change policy positions
  • representing UCS in task forces, working groups, coalitions, with the media, and at public forums.

Responsibilities

Work with senior Climate & Energy Program staff to establish policy positions, strategy, and analytics that spur innovation in energy markets to facilitate greater reliance on renewable energy, a low-carbon electricity system and a more flexible, modern electricity grid.

Conduct research and analysis and provide technical insights on market rules and rate structures, transmission and distribution planning, reliability impacts, electric vehicles, and the integration and expansion of clean energy technologies onto the grid such as energy storage, microgrids, demand response, and distributed generation. Track, acquire, and evaluate relevant legislative bills, policies, and regulations.

Advocate for UCS’s positions on climate and energy issues and negotiate policy and regulatory agreements. Influence the development and implementation of policies and strategies within government and non-government institutions and businesses. Inject issues of racial equity into advocacy, ensuring people of color benefit from the clean energy transition.

Lend expert technical expertise and represent UCS. Develop and deliver comments and testimony before national and state regulatory commissions, legislative committees, and other government agencies and commissions.  Meet with and respond to policymakers, media, stakeholders and the public; respond to requests for model legislation. Exchange information, share resources and collaborate with advocates, clean energy businesses, and researchers at other organizations.

Serve as a senior spokesperson on energy and grid-related issues with the media, and in workshops, hearings, negotiations, and other public forums. Develop and promote UCS positions at local, state, regional, and national levels. Collaborate with key stakeholders and legislative staff to develop, sponsor, and promote clean energy legislation. Provide expert technical and strategic assistance; present and promote UCS ideas, objectives, and activities on political, environmental, social and economic dimensions of energy issues.

Ensure accuracy, credibility, readability and timeliness of written materials. Help coordinate peer review and publication. Tailor style and content of materials for technical and /or general audiences. Disseminate materials and information to policymakers, the media, and the public.

Manage external consultants and legal advisors on key modern grid initiatives and oversee contracts and contractor relationships.

Qualifications and experience

This position requires seven to ten years of experience, including background in electricity markets, energy analysis and advocacy, climate and energy policy development, and a demonstrated commitment to the application of science to public policy. A broad and sophisticated knowledge of the electricity sector is needed, with emphasis on renewable energy and power grids, technologies, policies and markets, and political, social, environmental, and economic ramifications. A Master’s degree or higher in a relevant area (public policy, economics, science, engineering, law) is required.

Strong and demonstrated research, technical and analytic skills are essential, as is the ability to effectively communicate technical issues to policymakers, advocates, media, and the issue public. Experience in state and/or federal energy regulatory agencies is a plus, as is knowledge of and experience with electric vehicles and their role in integrating higher levels of renewable energy onto the grid.

May spend extended periods at computer.  Moderate to significant travel is necessary, including 3 to 6 domestic, overnight trips per quarter.

At UCS, comparable training and/or experience can be substituted for degrees when appropriate.

UCS is an equal opportunity employer continually seeking to diversify its staff. In particular, we’re dedicated to broadening opportunities for individuals from demographic groups that are historically underrepresented in the sciences and in environmental advocacy. We’re also committed to building an inclusive workplace culture where talented people of widely diverse backgrounds can thrive.  We've adopted this commitment because we believe the inclusion of culturally diverse perspectives will improve our work and produce better societal and environmental outcomes for all, including historically disenfranchised communities. We are actively seeking people who bring diverse backgrounds and perspectives to join us in this work.

Compensation, Hours and Location: This is a full-time, grant-funded position, with the option to be based in our Cambridge, MA, Washington, DC, or Chicago, IL office. UCS offers excellent benefits and a rewarding work environment.
