Description

Management and Engineering Technologies International, Inc. (METI), in collaboration with the US Forest Service, as a part of the US Agency for International Development’s programs in Accra, Ghana, requires the services of a Senior Energy Advisor to provide technical and strategic direction on energy and power issues. The successful applicant would be hired through a contractor.

 

Background

 

Ghana is a focus country under Feed the Future Initiative (FTF), the G8 New Alliance for Nutrition and Food Security, the Partnership for Growth (PFG), Power Africa, and the Trade Africa Expansion Initiative. USAID/Ghana’s Economic Growth Office (EGO) has robust programs that support these initiatives including activities that promote the expansion of generation capacity, increase access to power and support key reforms in Ghana’s power sector, as well as a longstanding partnership with the US Forest Service that supports its energy and natural resource management programs. The Senior Energy Advisor (the ‘Advisor’) will support those initiatives that focus on clean energy and enhanced capacity for low emission development and energy security with technical and programmatic emphasis on energy and power.

 

Position Description and Main Responsibilities

 

The Advisor will serve as USAID/Ghana’s focal point and technical expert for energy and will play a leadership role in coordinating the mission’s programs in these areas with the Government of Ghana (GOG), donor partners and other stakeholders. The Advisor is responsible for providing key advice on strategic energy and power issues and direction for the US Government efforts, in cooperation with the GOG.

 

Specific responsibilities include:

 

Supervisory and Management Responsibility for the Economic Growth Office                                                                                         

 

  • Provide management support and administrative supervision of the programs;
  • Provide formal and informal training and guidance to staff in areas of expertise, and develop/implement improved approaches to activity management;
  • Guide the activities of USAID/Power Africa Transaction Advisors and other technical assistants under implementation mechanisms that support the power sector;
  • Serve as USAID/Ghana’s donor coordination senior representative on the development partner working groups for energy.

 

Technical Leadership in Strategic Planning, Program Development and Activity Design                                                                                                                     

 

  • Provide a full range of technical analyses, evaluation of USG’s strategic priorities and alternatives, policy guidance and support required to ensure USAID contributes to reforms in Ghana’s power and environment sectors;
  • Guarantee the continuity, direction, and leadership of commonly accepted international practices within the power and environment sectors; 
  • Provide expert technical advice in areas the GOG has requested USG support. This includes upstream energy supply (natural gas and renewable energy), mid-stream processing and downstream power generation, transmission and distribution;
  • Ensure effective operations in the economic growth, engineering and infrastructure spheres related to energy and power and their interface with agriculture and other areas of rural development (e.g., health, education) requiring electrical power;
  • Perform the full range of USAID’s program/project development, design, management, monitoring and evaluation functions;
  • Harmonize plans and priorities with the views and plans of counterpart GOG ministries and other senior GOG officials, representatives of the World Bank and other donors, and officials at the highest levels in of the USG and leverage USG, GOG and other donor funds to achieve USAID/Ghana’s goals and objectives;
  • Exercise a high degree of autonomy in judgment, recommendations, and decisions to support the achievement of US foreign and energy security policies and objectives;
  • Cultivate and maintain a collaborative team spirit, a solid relationship between USAID’s EGO and other USAID offices and with the USG ‘Interagency’ in Ghana, the Power Africa Coordinator’s office in Pretoria and Washington and with the ‘Interagency’ at these locations.

 

 

Qualifications  

 

  • Master’s degree in engineering or relevant areas such as energy/power sector, international development, business, economics, or physics. Additional coursework/training in the engineering and management aspects of energy and power programs is highly preferred.
  • At least ten years of experience in the field of power and energy, including 5 years of experience in international development with strong experience and background in areas such as power, energy, national utilities, renewable energy, clean energy, or related fields.
  • A minimum of five years supervisory and senior level management experience with a proven track record of team building, rapid program scale-up, and successful implementation.
  • Demonstrated leadership in a team environment with the ability to obtain results and work in a collegial and persuasive fashion is required.
  • Proven record of effective, team-based working relationships, from staff to policymaking levels, with a wide range of individuals and organizations, including technical experts and contractors, host country partners, and international organizations is essential.
  • Demonstrated ability to work collaboratively with a range of professional counterparts at all levels, including host country Ministries, technical staff, business executives, civil society leaders, USAID Mission(s), other US agencies, international organizations and other donors.
  • Strong interpersonal skills including demonstrated cross cultural sensitivity, tact, and poise.
  • Superior written and oral communication skills in English.
  • The ability to meet tight deadlines with concise documents and verbal interpretation.
