Specific Minimum Qualifications and Expertise
A degree in economics or related discipline of 2.1 or higher.
Masters degree in economics or a related discipline would be advantageous.
Wide-ranging expertise in applying regulatory economics and/or developing policy in a commercial or public sector environment, ideally gained within the energy sector.
Experience in leading analytical work to support policy development and monitoring
Experience of project management and delivery.
Purpose
To develop and lead regulatory policy in a number of areas relating to the energy retail markets in GB.
To provide expert advice and analysis on economic and regulatory policy to the team, senior management, other Ofgem colleagues and relevant stakeholders.
Key Outputs and Deliverables
The role involves managing and delivering a range of energy market-related projects at the cutting edge of economic and regulatory policy. Working closely with senior management across a wide variety of departments, this role requires the development of regulatory policy, preparing major policy documents and leading discussions with both industry operators and representative groups on major policy initiatives and market analysis. The ability to project-manage complex issues to tight timescales and balancing this with an understanding of the wider regulatory environment will prove essential.
Key Stakeholder Relationships
To lead and manage elements of key projects related to the operation of GB Markets.
Act as a main point of contact, both internally and externally, for specific retail market issues.
Contribute to the Directorate’s strategic direction in policy development and implementation.
Work closely with senior management in Markets and elsewhere in Ofgem.
Work closely with other government departments.
Key Accountabilities
Lead the development of written deliverables (internal and external) such as reports and regulatory decisions
Oversee quantitative and qualitative analysis of market developments and policy
Ensure clear communication (internally and externally) on own policy areas and on Ofgem policy more generally
