Specific Minimum Qualifications and Expertise

  • Excellent analytic skills in economics
  • Demonstrated ability to take initiative and think creatively and strategically
  • Expertise in economic modelling, ideally applied to the energy sector or expertise in applying competition economics to strategic policy issues in a commercial or public sector environment
  • Degree in economics, engineering or related discipline, ideally at Masters level
  • Strong written and oral communication skills, including the ability to communicate complex technical issues clearly to non-specialists as well as to specialists
  • Ability to project-manage complex issues to tight timescales and balancing this with an understanding of the bigger picture
  • Demonstrated ability to deliver projects successfully against challenging and competing deadlines
  • Strong track record of managing staff

Desirable (but not essential)

  • Knowledge of energy markets
  • Economic modelling and econometric skills

Purpose

Ofgem is the regulator for Britain’s gas and electricity industries and is at the heart of activity that shapes the future of the energy landscape. This is an increasingly high profile area, given rising energy prices, the low carbon agenda and the need to ensure secure energy supplies.

We currently have an excellent opportunity within in the Markets directorate at the Senior Economist level. You will play a key part in Ofgem’s work ensuring the wholesale and retail energy markets remain competitive, efficient and deliver secure supplies. You will lead insightful, robust and innovate analysis of energy markets, including on security of supply and competition issues.

Key Outputs and Deliverables

  • Manage and deliver major projects on security of supply or competition
  • Prepare high impact documents for external and internal publication
  • Work closely with senior management across Ofgem Divisions to ensure your projects reflect Ofgem’s wider priorities
  • Represent Ofgem and build effective relations with industry, government departments and other bodies, academic communities think tanks and consumer organisations.
  • The role also includes an important management function – both direct line management and more general coaching of Ofgem economists and policy analysts

Key Stakeholder Relationships

Internally

  • All Markets Division senior management, particularly Associate Partner
  • Ofgem Executive and Authority.
  • Ofgem staff in other divisions, including Sustainable Development and Networks

Externally

  • Relevant Government departments (DECC, BIS), public bodies and UK competition authorities
  • Research community, including academia, think tanks and industry

Key Accountabilities

  • Reports to Head of Energy Markets Research or Senior Economist, Energy Modelling and Econometrics
  • Team leadership.
