FIXED TERM APPOINTMENT (Renewable)

The key objective of the OECD Horizontal Project on the Green Growth strategy is to help OECD members and other countries develop and assess policies aimed at achieving strong and environmentally sustainable economic growth, while addressing social implications for the transition to a green economy.  The OECD Green Growth strategy is based on contributions from the Environment Directorate, the Economics Department, the Directorate for Science, Technology and Industry, the Statistics Directorate and other directorates.

The contribution from the Economics Department will focus on the link between structural policy recommendations and environmental concerns and will draw extensively from analysis of the country specific green growth policies.

We are looking for a Senior Economist who will be responsible for contributing to and coordinating the work on Green Growth between the Economics Department and the Environment Directorate, as well as within the Economics Department (between the Policy Studies Branch and the Country Studies Branch of the Economics Department, and among country desks in the Country Studies Branch). In particular, the job involves providing expertise to Economics Department country desks on Green Growth issues covered in Economic Surveys, coordinatig Economic Surveys and Environmental Policy Assessments (prepared by the Environment Directorate), and helping to develop indicators of ‘green’ policies in the mould of the Economic Department’s Going for Growth project.

The selected person will possess significant experience in policy analysis in relevant areas such as growth and environmental economics. S/he will have strong analytical competencies. S/he will also have sound organisational skills and a proven ability to work effectively on multidisciplinary projects. S/he will be strategically minded with diplomatic skills to ensure effective coordination of Green Growth work, as described above. S/he needs strong oral and written communication skills. S/He will report to the OECD Chief Economist.

Job Duties
1. Planning, organisation and supervision

• Contribute to the  delivery of the Economics Department’s input to OECD work on  Green Growth in coordination with the Environment Directorate. 

• Supervise and co-ordinate policy-relevant analysis on Green Growth for the Committees served by the Economics Department and other bodies of the Organisation. The specific Green Growth topics covered will vary through time according to the Programme of Work defined by the Committees, particularly the Economic Policy Committee (EPC) and the Economic and Development Review Committee (EDRC),and may cover both structural and macro-economic issues, in the short or medium term. The work will be related to OECD member countries and major non-member economies. The work will lead to the formulation of policy recommendations, notably but not exclusively in Economic Surveys, underpinned by sound economic theory and empirical analysis.  


2. Drafting 

• Draft analytic documents and papers on current economic policy challenges related to Green Growth issues, for consideration by Committees and/or Working Parties, or for publication.  

• Draft reports and articles summarising empirical knowledge, recent economic developments or policy issues in the area of Green Growth issues, either for inclusion in the Department's documentation (Economic Surveys, Working Papers, the Economic Outlook, Going for Growth, Economic Studies and Monographs) or for briefing senior officials.   


3. Analysis  

• Identify areas for empirical work in the area of Green Growth issues, in consultation with other economists in the Economics Department and the Environment Directorate. 

• Contribute to the process of structural surveillance of member countries and selected major non-member countries.

• Undertake ad-hoc analyses that contribute to the Department's understanding and capacity to comment on structural and macro-economic issues.    


4. Research collaboration  

• Participate in the general work of the Economics Department, including scrutinising papers in preparation for EPC and its Working Parties and material to be included in Economic Surveys produced for the EDRC, elaboration of medium-term scenarios, disseminating information on significant developments in the subjects or countries concerned, commenting on and making suggestions for model development and other quantitative and statistical work.   

• Undertake review of work produced elsewhere in the Department, especially as that work touches on Green Growth issues.  


5. Liaison and outreach  

• Foster collaboration among the relevant policy communities both within and external to the Economics Department and the Environment Directorate.

• Maintain contacts with senior officials in national Administrations, other international organisations, and  country Delegations.  

• Represent the OECD at internal and external meetings relating to Green Growth issues, as necessary.  Contribute to an effective communications strategy for the OECD Green Growth project. Respond to enquiries from Delegations, journalists and the general public.

Qualifications: education, experience, communication and languages
1. Education and experience
  
• An advanced university degree or equivalent in economics, applied economics, micro and/or macroeconomics. 

• Experience in areas such as green growth, climate change, environment, natural resources, growth, and productivity developments is an advantage.

• Eight to ten years' experience in applied economic analysis, policy advice and structural issues of OECD economies and some emerging economies.  


2. Key competencies  

• Sound knowledge of macroeconomics, applied microeconomics and econometric tools, as well as a knowledge in economic modeling.  Knowledge of the linkages between economic and environmental issues would be an advantage.

• Ability to apply general economic reasoning to a wide range of policy issues. 

• Proven experience in managing projects involving teams of professional economists and research assistants. Ability to work under pressure, meet deadlines and deliver results.   

• Proven ability to lead discussions and foster consensus. 

• Excellent interpersonal skills, including the ability to maintain harmonious working relations with staff at all levels in a multicultural environment.  


3. Communication and OECD official languages 

• Excellent communication skills, including the ability to explain economic issues and analysis in a compelling manner to experts and lay audiences alike.   

• Excellent knowledge of one of the two official languages of the Organisation (English and French) and proven ability to draft clearly and concisely in that language; good knowledge of the other language.  


NB. Shortlisted candidates for this vacancy may be required to take a written test. 

The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
