SUMMARY OF FUNCTIONS 
The Director of Operations is responsible for managing the project development and construction activities. These activities generally include land assessment, acquisition and entitlement; design, permitting, construction management and obtaining necessary approvals to achieve operation. This position will be responsible for managing the operating budget for the department as well as working with the Design & Engineering and Procurement organizations to develop cost estimates and manage to approved project budgets. The Director of Operations will have experience managing a cross functional organization responsible for overseeing land development and design/build project management in the power generation industry. They should have experience working with utilities and have an understanding of project management requirements for this customer segment. They should also have experience developing and delivering projects intended to be financed by third party investors requiring independent assessment by engineering firms. 

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Manage the development, design and construction activities for all projects in the Canada market up to financial close. These projects typical require land procurement and development, design with medium voltage interconnection and system capacity 5.0MW to 20MW+.
  • Manage the Land Development department to support initial land assessment and acquisition to support business development, perform detailed site assessment to ensure the site meets fundamental requirements for system construction and operation, obtain all necessary site permits and entitlements to allow for system construction and operation.
  • Manage the Project Development division that is responsible for all schedule development and management, estimate / budget development and management, project team coordination and successful project delivery to support approved operating plan (financial / schedule).
  • Manage operational execution of the Engineering and Construction Management resources responsible for system design and permitting, and construction management including on-site contractor management.
  • Responsible for developing overall operating plan for the Utility segment including project schedules, project budgets and resource plans to support project delivery across Canada. The Director of Operations is responsible for developing the overall operating plan for the Utility segment with the support of his organization.
  • Responsible for Procurement, Supply Chain and Design & Engineering departments to identify ways to optimize system design and component selection to reduce cost of current and future projects. Cost reduction is a critical factor in the continued success of the organization.
  • Manage the department operating budget and provide monthly feedback / updates to the Finance department for financial and operational reporting.
  • Provide weekly status updates and reports to the Vice President of Engineering & Construction – North America.
  • Participate in weekly / bi-weekly division meetings to coordinate functional and operational activities with the other Directors within the E&C division.
  • Participate in regularly scheduled planning session with the E&C management team in order to establish project delivery forecasts (project selection, scheduling, resource planning) that coordinate functional and operational requirements for successful execution.
  • Support the development of weekly and monthly departmental reports that are presented to the leadership team of the organization.
  • Continuously support the development and continuous improvement of the department and the organizational as a whole.
  • Ensure that the construction of the projects comes on budget and on time.
  • Responsible for assuring the quality of the construction sites.
  • Champion the health and safety procedures on site are met and the contractors follow the EH&S guidelines and requirements.
  • Responsible for developing and establishing the Canadian Operation team according to the present and future work load

QUALIFICATIONS 

  • 15+ years managing project development and delivery activities with a mature firm operating in the power generation market segment. Individual must have demonstrated experience managing a cross-functional department for a national firm.
  • Experience in developing and managing multi-project financial operating plans including both schedule forecast as well as project budget / forecast for planning and reporting purposes. Must have demonstrated experience managing project portfolios in excess of $250M in cost. • Experienced working with Utility customers in discussing and negotiating land development and usage, project costs and schedule, interconnection requirement and approval and acceptance procedures.
  • Experience providing operational reports to management that provide performance information clearly and concisely to support assessment and decision making.
  • This individual should possess a great deal of initiative and have strong leadership qualities. Well organized work habits with a record of successfully managing the activities of multiple direct reports.
  • Ability to identify opportunities for process improvement and to engage the designated resources to support design, validation and implementation activities.
  • Functional knowledge of a Project Management application platform such as Primavera. Project Management Professional (PMP) certification from the Project Management Institute (PMI) is desirable.

PHYSICAL DEMANDS 
Regular (<35%) travel by airplane and automobile in conducting business may be required. Regular use of the telephone and e-mail for communication is expected. 

WORK ENVIRONEMENT 
The job is performed indoors in a traditional office setting with infrequent travel to and from regional offices and possible frequent travel to support regional activities.
