GOAL Global is an international humanitarian organization founded in 1977 and currently working in 19 countries with both humanitarian and development programs. GOAL delivers life-saving relief to people affected by emergencies through addressing immediate needs and providing a range of emergency services including healthcare, shelter, water and sanitation and the provision of food. Following an emergency, GOAL works with local communities toward recovery to provide services and resources when local authorities are not able to, and strengthens the community's own ability to rebuild. In regions of chronic crisis and underdevelopment, GOAL implements development programs to support long term positive change for poor, vulnerable and marginalized groups by reducing their economic and social vulnerability.

An associate of GOAL Global, GOAL USA manages GOAL country programs in Haiti and Honduras and is the home of GOAL’s resilience policy and programs. As GOAL USA, we are focused on addressing the humanitarian impacts of natural disasters and conflict exacerbated by climate change. We seek to do this by fostering partnership, innovation and leadership within the broader humanitarian community, building resilience to reduce loss of life and livelihoods before a disaster strikes, and promoting best practices to facilitate rapid and sustainable recovery.

GOAL USA is seeking a Senior Climate Change and Resilience Advisor. The successful candidate will be responsible for developing policies and programmatic guidance related to resilience and climate change adaptation. S/he will lead the discussion on climate change within GOAL, offering technical support for policy, research, and funding proposals, and will be responsible for developing and maintaining relationships with organizations and agencies that have a strong climate change focus. As part of the GOAL USA Resilience Team, the Senior Climate Change and Resilience Advisor will support multiple GOAL Country Directors in the development of proposals and strategies related to climate change and resilience, and will work with country programs to enhance planning and implementation of actions to mitigate the impact of a changing climate. The successful candidate will also work to transfer the best available science and tools surrounding climate change adaptation to assist communities in becoming resilient to hazards associated with a changing climate, and to enhance the capacity of GOAL to understand community hazard mitigation as applicable to climate change. All members of the GOAL USA Resilience Team will play critical roles in increasing GOAL’s visibility as a leader in resilience-building globally. The Senior Climate Change and Resilience Advisor will report to the Director for Policy Initiatives within GOAL USA.

Key Outputs and Objectives:

  • With other advisors on the Resilience Policy Team, work on systematization of resilience within GOAL, including:
    1. Respond to technical requests from country teams in area of expertise;
    2. Contribute to proposal design and development;
    3. Contribute to country strategies
  • Develop policy for GOAL related to Climate Change Adaptation and Resilience issues, including working with the GOAL Global Program Technical Team and Monitoring, Evaluation and Learning Team, as appropriate, to develop CCA guidance and indicators related to sectoral programming in GOAL countries.
  • Communicate regularly with program and field staff on ongoing and planned program efforts, specific support needs and field staff capacity building requirements. Provide field support as needed for strategy and program development in the areas of climate change and resilience.
  • Participate in the development of successful proposals related to climate change adaptation and resilience, including lead in drafting elements of proposals and grant applications in areas of expertise.
  • Guide and / or conduct evidence-based research; remain current with relevant literature and contribute to the growing body of work in the fields of CCA and resilience, including publications and presentations as appropriate. 
  • Contribute to integration of policies and guidance related to Disaster Risk Reduction and Environmental issues with Climate Change Adaptation, including establishment of logical linkages.
  • Outreach and relationship-building, including with other NGOs, foundations, donors, and think-tanks to advance GOAL as a top resilience-focused NGO, with a particular focus on climate change and climate change adaptation.
  • Represent GOAL USA at meetings, conferences, and workshops.
  • Undertake other duties and projects as assigned to support the workings of GOAL Global and GOAL US. 

Required Skills:

  • Broad understanding of principles of international relief and development. Strong understanding of the principles of resilience-building in the international context.
  • Strong understanding of climate change and its implications within the context of international development and humanitarian assistance.
  • Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgment.
  • Excellent verbal and written communications skills, including accuracy and attention to detail.
  • Excellent research skills and ability to analyze and synthesize complex information. Ability to translate academic research on climate change and resilience to the practical field level.
  • Excellent interpersonal and listening skills. Ability to interact with all levels of staff in a professional manner.
  • Excellent organizational skills. Ability to manage deadlines, to manage others and to work independently with minimal supervision.
  • Domestic and international travel required, up to 35%.
  • Able to work abroad in sometimes difficult and challenging environments.
  • Ability to work in a cross-cultural, geographically dispersed team environment.
  • Knowledge of and ability to use standard word processing, spreadsheet, and presentation software.

Required Qualifications:

  • Minimum 5 years relevant experience;
  • BA/S in relevant field required; Master’s degree preferred;
  • Fluent English language skills; additional language skills beneficial;
  • Proven experience in supporting international humanitarian and development programs, preferably gained in a multi-site international organization;
  • Overseas experience within the humanitarian and/or development context.
