Description

The objective of the GCCA programme is to support the sustainable development of the ACP regions and
countries, ensuring their progress towards the Millennium Development Goals.
The specific focus of this long-term technical assistance is to assist the ACP Secretariat in dealing with a
broad range of climate change and related issues, and especially in interfacing with the Intra-ACP GCCA Climate Support Facility (CSF).
Priority areas in the ACP countries where the need  for technical assistance to deal with the effects of climate
change may be significant include, inter alia, the water and agricultural sectors, deforestation and degradation, the
global carbon market, disaster risk reduction, and integrating climate change into poverty reduction efforts.
Purpose of Providing TA to the ACP Secretariat:
The ACP Secretariat does not have sufficient personnel to ensure adequate in-house climate change expertise.
Meanwhile, demands of such assistance from ACP member countries are growing, along with expectations of
donors and international organisations of increased capacity among ACP countries to programme and benefit
from donor funding. The combined provision of long-term TA to the ACP Secretariat and short-term TA via
the Climate Support Facility (under a separate contract are intended to address these needs.
Specific activities of the consultant:  
Among the main tasks of the Climate Change Expert are the following:  
+ In close collaboration with the Climate Support Facility, organize annual meetings of the Steering
Committee for the purpose of developing programme content, guidance and information sharing.
+ Establish guidelines for the approval of the Steering Committee – to define the permissible applicants and
the types of services that may be provided by the climate support facility (CSF).
+ Organize periodic Brussels-based Sub-Committee (BBSC) meetings for the purpose of elaborating and
updating the Work Programme and reporting on progress.
+ Raise awareness among the various ACP stakeholders about the availability of short-term TA via the CSF.
+ Establish a user-friendly internet-based format and mechanism for receiving and reviewing, assessing and
advising on relevant requests for climate-related TA from the ACP countries, including consultation with the
ACP regions involved.
+ Prepare Work Orders for TA in collaboration with the Climate Support Facility according to approved Work
Programme.
+ Monitor the quality of technical assistance provided.
+ Ensure good communication with the relevant EC services, the ACP regional and intra-regional institutions
and other key stakeholders.
+ Ensure good coordination and complementarity with both intra-ACP GCCA programme funded through
EDF funds and the GCCA Support Facility funded under the ENRTP, in order to enhance the effectiveness
of these initiatives, to optimise the resources available, and to increase the presence and credibility of
EU/ACP climate actions.
