An exciting opportunity has arisen to join a dynamic group of environmental professionals who are committed to supporting the council’s response to the climate emergency.
    
We are looking for someone with:
  • the ability and knowledge to identify opportunities and develop projects that will contribute to a net zero emission future
  • excellent communication skills and the ability to work co-operatively with colleagues and partner organisations at all levels.
  • experience of the analysis and interpretation of complex data and performance management
  • the ability to negotiate, shape and influence proposals to achieve successful outcomes
      
You will be working with others to implement the county council’s response to the declaration of a climate emergency, including a review of operations and the development of an action plan to reach net zero emissions for the council’s own operations by 2030 and working with Leicestershire businesses, partners and communities to achieve net zero carbon emissions for the county. You will have a customer focussed and outcomes-based approach to doing your job, coupled with the ability to work to agreed timescales and targets.
     
This role will involve working with a small group of officers as part of a team but will also require you to work on your own initiative. Liaising with teams from across the Council you will identify key areas with potential for carbon reduction and develop a roadmap for the council to achieve net zero carbon. Also, you will collaborate with partner organisations to enable projects that support carbon reduction within individual homes, communities and businesses, supporting Leicestershire’s transition to a net zero carbon economy.
      

The Carbon Reduction Senior Officer will:
  • Develop and deliver various council environmental projects and initiatives
  • Support the development and management of local environmental strategies, policies and plans through research and sound knowledge of national policy and legislation
  • Produce technical documents and specifications and manage technical specialists and consultants as required.
  • Develop and maintain effective partnerships and working relationships with statutory, voluntary, private agencies and communities
  • Lead and/or participate in cross-departmental project teams as required to deliver key carbon savings
  • Prepare, analyse and interpret data and information, producing and presenting reports for a range of stakeholders
  • Seek external funding opportunities, including producing bids and management of opportunities.
  • Manage and develop staff, monitor budgets and procure goods and services.
          
ESSENTIAL REQUIREMENTS: 
  • Relevant degree or equivalent demonstrable work experience in a relevant environmental area and evidence of continued learning and development.
  • Good knowledge of environmental management and climate change as well as environmental legislation and statutory duties
  • Preparation of strategic and policy documents and successful management and delivery of projects.
  • Successful negotiation and facilitation with a range of internal and external stakeholders, particularly at a senior level to develop successful partnership working
  • Analysis and interpretation of complex data, writing technical and non-technical reports and providing technical advice to stakeholders, including to senior managers and elected members.
  • Connect with communities and localities through listening, dialogue and understanding community needs.
