RAP's primary mission is to advise utility regulators and other public officials on regulatory and competitive utility policies to improve the overall economic and environmental performance of the electric and natural gas sectors. Specifically, we focus on strategies that:

  • increase investment in cost-effective energy efficiency, clean distributed generation and demand response, and renewable energy;
  • integrate energy and environmental regulation to improve air quality; and
  • establish policies and regulations that effectively address climate change.

About the Position

RAP seeks to hire a senior associate with extensive background in energy and environmental policy and a particular focus on electric power, natural gas, clean energy resources, climate policy, and utility regulation. This position calls for: (a) research, policy analysis, and formulating solutions to power/climate/economic challenges; and (b) technical assistance, outreach, writing and speaking publicly on those issues, with a primary focus on direct assistance to governmental decision-makers.

Primary Duties and Responsibilities

The senior associate will:

  • Work with the RAP US director, US team and others in substantive strategic planning and outreach to government agencies, regulatory bodies, power and gas enterprises, and non-profit advocacy organizations.
  • Organize workshops, seminars, and other means of information sharing among governmental decision-makers and other experts.
  • Facilitate and participate in external work groups to advance clean energy and climate change policies.
  • Establish and strengthen channels of communication and influence through building effective working relationships with US experts, professionals, and policy-makers.
  • Conduct ongoing monitoring and analysis of policy developments in areas of relevance to RAP’s work. These areas may include, for example, climate change policies targeting the power sector, utility energy efficiency programs, competitive electricity market design, and coordinated energy and environmental regulation. This will require, among other things, writing policy and technical briefs, undertaking critical analysis, preparing reports, presenting findings, and running workshops.
  • Provide continual, substantive engagement and leadership on various initiatives and working closely with and building capacity at partner organizations, government agencies and other institutions.
  • Work with lead RAP principals and the US team in strategic planning.
  • Participate in RAP’s network of experts and facilitate communication and information sharing across regions.
  • Occasionally support RAP’s work in other geographic regions.

Skills and Qualifications

The successful applicant will possess, at a minimum, the following skills and qualifications:

  • Extensive professional experience (10 or more years preferred) in the power sector, climate change, energy or environment-related fields. Energy industry or regulatory experience required.
  • Advanced academic degree in economics, engineering, law, energy/environmental science, or a related field preferred.
  • Extensive experience with power sector and environmental policy options for supporting clean technologies, particularly energy efficiency and renewable energy, and reducing the emissions of greenhouse gases.
  • Excellent research and quantitative skills, including the ability to undertake statistical analysis. Understanding of climate and economic modelling desirable.
  • Strong organizational, written and oral communication, and interpersonal skills, and a demonstrated ability to work effectively in teams and to assert initiative and leadership when appropriate.
  • Ability to travel.
  • Self motivated, directed, and dedicated to advancing the economic and environmental sustainability of the power sector.
