The Environmental Portfolio at The Pew Charitable Trusts
For more than twenty-five years, Pew has been a major force in educating the public and policy makers about the causes, consequences, and solutions to some of the world's most pressing environmental challenges. Our environment work spans all seven continents with nearly 250 professionals working full-time at the local, national, and international levels to reduce the scope and severity of global environmental problems, such as the erosion of large wilderness ecosystems that contain a great part of the world's remaining biodiversity, and the destruction of the marine environment.
Pew has worked in the United States and Canada since 1990 to protect vast stretches of unspoiled wilderness and more recently expanded our land conservation efforts to Australia's Outback and Chilean Patagonia. Preserving these places offers an opportunity to conserve wildlife habitat, shorelines and pristine landscapes for future generations. Our work relies on the sciences of conservation, biology, and economy to advocate for sound solutions to the loss of biodiversity.
In the sea, reforms to how our oceans are managed are essential to address overfishing, pollution, and loss of habitat. Pew began its oceans program in the United States, focusing on ending overfishing and protecting fragile marine habitat. Since 2005, Pew's ocean conservation program has expanded around the world and has played a significant role in reforming marine fisheries management in the European Union and on the high seas. Our work is grounded in the best available science and our goal is to reverse the decline of ocean life ranging from sharks and tunas to penguins and whales, and the habitat on which they depend.
Ocean Conservation in Atlantic Waters of the United States and Canada
Pew's conserving life in Canada's oceans project advances new marine protected areas; protects environmentally sensitive areas of the Arctic Ocean from harm caused by industrial fishing, offshore oil and gas development, and shipping; and promotes science-based fisheries conservation measures for depleted and threatened marine life in waters off the Atlantic Maritime Provinces. Pew's conserving marine life in the United States project seeks to protect essential habitats found in coastal waters, as well as promote an ecosystem-based approach to fisheries management that takes into account the interdependent nature of ocean life. This work includes advancing measures that protect forage fish that feed dependent marine life, protecting ocean habitat like deep sea corals, reducing the incidental capture and killing of non-target species (known as bycatch), and integrating the use of comprehensive ecosystem plans into fisheries management.
The cold, nutrient rich waters off New England and Canada's Atlantic Maritime Provinces provide important habitat for a diversity of marine life, including commercially and recreationally important fish and invertebrate species and marine mammals. Highly endangered Atlantic right whales rely on these waters as their primary foraging areas. Since 2017, several of these animals have been found dead, triggering the United States National Oceanic and Atmospheric Administration (NOAA) to declare an unusual mortality event. Evidence indicates that entanglement in fixed fishing gear used to catch crab and lobster in Canada and the U.S. is contributing to these deaths. As part of Pew's broader efforts to reduce bycatch in both Canadian and U.S. fisheries, Pew is working to secure science-based policy measures in both countries, including gear modifications and seasonal area closures, to reduce the incidental catch of endangered North Atlantic right whales and other marine life. In addition, Pew is advancing complementary work to protect forage fish in Canadian and U.S. waters that feed dependent predators like right whales.
Responsability
The senior associate will be based remotely in Massachusetts and will report to the project director, U.S. and Atlantic Canada oceans. Responsibilities will include developing, implementing and advocating for Pew's ocean conservation campaign goals in U.S. and Canadian Atlantic waters, with a specific focus on reducing entanglement of marine mammals in fishing gear and protecting forage fish. This position requires a strong capacity to think strategically and ability to work across policy jurisdictions and stakeholders in the U.S. and Canada. The senior associate will work closely with project team members in Washington, DC and staff from government relations, communications, research, and other Pew departments. The senior associate will also extensively engage with external organizations, including Fisheries and Oceans Canada, NOAA, research institutions, non-governmental organizations (NGOs) and industry representatives. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.
Position Overview
- Contribute to the development and launch focused strategies to meet Pew' ocean conservation project goals in Atlantic waters of the U.S. and Canada.
- Research and develop policy recommendations, analyze legislation and proposed rulemakings, and produce white papers, issue briefs, presentations, testimony, public comment letters, and other outputs that advance ecosystem-based fishery management and maintain core conservation requirements of the U.S. federal fishery management system.
- Contribute to activities of the U.S. and Atlantic Canada oceans team, including strategic plan development, research, advocacy, communications, and stakeholder outreach.
- Develop and maintain a broad knowledge of marine conservation issues in New England and Atlantic Canada to inform and advance the strategic activities of the campaign.
- Work closely with the project director to set goals and objectives, timelines, and priorities for the campaign.
- Represent Pew at government and stakeholder meetings, conferences, and other meetings to educate and build support for Pew's policy objectives.
- Contribute to other work of the U.S. and Atlantic Canada campaigns, as well as broader Pew-related projects and activities, as assigned by the project director.
- Develop relationships with regional partners, help draft contracts and manage contract deliverables from Providers.
- Work with fishing industry partners, engineers, researchers, and NGO partners to develop and execute plans for advancing gear solutions for bycatch issues.
- Liaise with government agencies as needed for permits and documentation.
- Liaise with Pew communications and government relations to develop and distribute messages to the public, media, elected officials, and decision-makers.
- Identify and attend relevant events and speaking opportunities to develop support for campaign initiatives.
- Review news clips, email messages from federal and state government entities, and peer-reviewed papers that are relevant to campaign and disseminate as needed to campaign staff and partners.
- Bachelor's degree required, advance degree in public affairs, public policy or environmental science preferred.
- At least four years of applicable experience in the field, preferably helping shape the way the decision makers and the public perceive and respond to environmental and natural resource management issues. Specific knowledge of and experience with fisheries management issues preferred.
- Prior to commencing employment with Pew, candidates for this position who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies of termination notices with said jurisdiction(s) to Pew.
- Experience in ocean conservation is strongly preferred.
- Strong analytical skills. Ability to synthesize large amounts of information, focus on the essence of an issue, determine whether it is ripe for intervention, and identify the means to address it.
- Excellent written and oral communication skills, with experience producing concise materials for multiple audiences.

Travel
It is anticipated that the position will require occasional regional travel in the U.S and Canada.
