Ocean Associates, Inc. (OAI) is seeking a Senior Analyst to support the National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Office of Protected Resources (OPR) to assist OPR in carrying out some of its required functions related to the conservation and recovery of marine mammals and sea turtles under the Marine Mammal Protection Act (MMPA) and the Endangered Species Act (ESA).

Duties:  Assist OPR staff with specific tasks including:

  • Assisting in the implementation of key aspects of the MMPA and ESA, particularly as related to ESA-listed marine mammals within MMPA section 101(a)(5) and endangered and threatened sea turtles;
  • Assisting in the development of agency guidance and/or regulations associated with disturbance of marine mammals by human activities, specifically approach on water, by land, and by air;
  • Assisting in the administration of the Scientific Review Groups established under the MMPA; and
  • Assisting in the review of historic marine mammal stock depleted designations completed under the MMPA for identification of agency-wide best practice.


The salary is $ 27.79 per hour. The contract is for full-time work, 40hrs/week beginning as soon as possible.   Excellent employee benefits are provided including paid medical insurance, and holiday, vacation and sick leave, and more. The work location will be at the OPR in Silver Spring MD.

Required minimum education, knowledge, and experience:

  • BS. in environmental / biological science.
  • Three(3) years of documented evidence of experience in marine mammal  and sea turtle conservation and management or a MS in environmental/biological science and 1 year of related experience. 
  • Knowledge of or background in implementation of MMPA and ESA.
