The Pembina Institute is seeking a highly motivated individual to join its Alberta team as a Senior Analyst to support research and develop and advocate for policy solutions that address the key environmental issues surrounding fossil fuel energy development in Alberta. We are seeking a driven and resourceful person with minimum of five years of relevant policy and technical experience, strong analytical skills, a solid work ethic and the tenacity needed to solve Alberta’s most prominent energy challenges. Based in Edmonton, the incumbent would support the Institute’s research and policy advocacy primarily as it relates to oilsands and oil and gas sectors. The candidate should have proven experience and the ability to thrive with limited supervision. This full time (40 hours a week) position may require travel and overtime.

After the historic climate policy change announcement by the Alberta government in 2015, we need someone who can work with governments, industry, aboriginal communities, and the non-government sector to successfully implement climate policy while at the same time building the case for further progress on new policies that will address the other environmental impacts of Alberta’s fossil fuel extraction/use sectors.

This role will require engagement with diverse stakeholders, including multiple levels of government, industry, health groups, communities and non-governmental organizations (NGOs) to support the development and implementation of ambitious and effective federal climate policies in Canada.

Roles and Responsibilities

  • Lead and manage research projects from inception to delivery
  • Develop and support implementation of strong public policy to support environmental protection in Alberta
  • Conduct thorough technical, quantitative and qualitative analyses of environmental impacts of oilsands, unconventional oil and gas and fossil-fuel-based electricity sectors 
  • Lead regulatory interventions to ensure fossil fuel projects meet adequate standards
  • Create high-quality project deliverables, including reports, presentations, briefing notes and funding proposals
  • Develop and maintain constructive relationships with bureaucrats in the Government of Alberta, other ENGOS, First Nations, the private sector, and governments
  • Cultivate relationships with individuals who have the power to influence decision makers.
  • Represent the Pembina Institute’s views at meetings, regulatory hearings, presentations, and to the media
  • Cultivate relationships with individuals who have the power to influence decision makers
  • Persuasively advocate solutions to key environmental issues and be a strong and effective critic when necessary
  • Support and/or lead negotiations with other stakeholders and the Government to Alberta

Essential Qualifications

  • Minimum of a master’s degree in engineering, sciences, economics, law or public policy or related field, ideally with an undergraduate degree that is also in a related field
  • At least five years of work experience in the private, non-governmental, or government sectors on energy and environmental issues
  • Demonstrated ability to conduct quantitative and qualitative technical research in the area of energy and environment policy
  • Ability to decipher complex technical matters
  • Ability to communicate complex technical matters in plain language
  • Knowledge of environmental impacts of oilsands, oil & gas and/or fossil-fuel-based electricity sectors
  • Knowledge of climate change and direct work experience on climate related matters
  • Knowledge of the Alberta and federal policy and regulatory environment for the energy sectors
  • Experience in strategy development
  • Demonstrated commitment to sustainability and social change through educational, professional, and volunteer experiences
  • Strong interpersonal skills and ability to work with a wide array of stakeholders
  • Excellent communication (oral and written)
  • Self-motivated and results-oriented, with the ability to take initiative and work independently with minimum supervision
  • A natural advocate and persuasive critic
