The FAO Investment Centre Division (TCI), drawing knowledge from FAO’s technical departments, works in
cooperation with national governments, International Financing Institutions (IFIs) and other development partners in the provision of technical support to national governments for the design and implementation supervision of
agriculture(including livestock, forestry and fisheries) investment projects/programmes and sector reviews
incorporating Environment and Climate Change considerations.
Under the overall guidance of the Director, Investment Centre Division, the immediate supervision of the Principal
Adviser, and in close consultation with Service Chiefs, the incumbent will lead the strategic development, promotion and management of the Division’s work portfolio related to the Environment and Climate Change. In particular, the incumbent will:

• lead or participate in the provision of assistance to governments in formulating agricultural investment and/or
environmental projects suitable for submission to financing agencies, focusing on environmental and climate
change themes; and formulate climate change adaptation and mitigation and other measures and/or
components that address these issues;
• identify and pursue opportunities for strengthening and expanding the Divisional work programme related to
Environment and Climate Change in close consultation with TCI’s established and potential new partners,;
• participate in those aspects of the Division's investment support programme and project formulation work that
seek to identify and address potentially adverse impacts of climate change in agriculture, forestry and
fisheries, as well as mitigate negative climate change impacts and ensure the sustainable management of
natural resources in such projects and programmes (or operations). In this context he/she will:
• lead the technical review of TCI inputs into projects and programmes with explicit activities related to climate
change and environmental management;
• promote the mainstreaming of climate change issues into all agricultural investment projects/programmes and
sectoral work;
• develop, implement and evaluate investment related environment and climate change related capacity
development programmes for National Governments and related stakeholders as well as TCI staff;
• identify and coordinate with FAO Departments and other partners the development and application of climate
change-related tools and methodologies to be implemented in investment formulation and monitoring;
• participate in economic, agricultural, natural resource, and environmental reviews, taking responsibility for
environment and climate change aspects;
• mobilize the resources for the implementation of technical assistance and other capacity development
activities that support investment operations in agriculture, livestock, forestry and fisheries, as related to
environment, climate change and ecosystem services;
• develop and lead/supervise environmental and climate change studies involving both technical themes and
the economic valuation of environmental services;
• act as/oversee divisional focal points for interdepartmental working groups (IDWGs) related to environment
and climate change (currently IDWG-CC, IDWG-Rio+20, IDWG- Desertification, UN-REDD, IDWG –
Bioenergy, etc.), coordinate inputs from TCI investment experiences for consolidating FAO’s position at
international conferences and meetings on climate change and sustainable development (e.g. COPs, UNCSD
Rio+20, etc.) and liaise with other relevant agencies involved with environment and climate change subjects;
• coordinate the development and regular updating of the TCI Climate Change Web page;
• perform other related duties as required.
