Requested profile / Qualifications / Education and qualification
A University Degree, or higher, related to environment / climate change, or other similar area relevant for the proposed assignment. Very good command of both Spanish and English (oral and written).
General and specific professional experience
A minimum of 10 years of relevant practical experience related to environment / climate change, and possibly food security / rural development / disaster risk reduction. A proven track record of similar assignment(s) of identifying / helping design climate change adaptation policies (including ideally policy advice), strategies, or programmes / projects. These programmes and projects will preferably have been related to the agricultural sector / rural development, at the local level, and implemented in countries highly vulnerable to Climate Change impact. Relevant experience (3 to 5 years) in the identification and formulation process of projects, including excellent knowledge of Project Cycle Management (PCM), and preferably also familiarity with EU development cooperation projects and procedures. Minimum 2-year experience in a similar field in relevant developing countries (Caribbean / Central America / other third countries facing comparable climate challenges).
Other skills required
Good capacity for communication and negotiation, team work and leadership; More broadly, be sensitive, respectful, unobtrusive, engaging, open, have good recall ability and writing skills, and be a good listener.
The expert will work closely with a team of 3 / 4 Cuban experts (AMA, MINAG, other relevant agencies) appointed by the Cubans who shall help him/her understand the Cuban context and dynamics of the national and local policy. They shall also provide him / her with all necessary local information, facilitate meetings and consultations and provide support for the organisation of the workshops. He/she shall also coordinate with the expert(s) that may be sent by the Commission's implementing partner for the action, if selected / known by then.
In addition to his / her own analysis, the expert shall make an optimal use of the competences of the team, and guarantee the quality and homogeneity of the activities and results. He / she shall keep the EU Delegation and AMA constantly informed of his/her work and of progress of the mission. In particular, the EU Delegation and AMA shall be immediately informed of any difficulties or constraints. To the extent possible, not only the AMA but also the EU Delegation will accompany the expert.
