The Rural Development Specialist will be a member of the Agriculture, Environment and Forestry team in the China Sustainable Development (SD) Unit located in the World Bank Office in Beijing. The Rural Development Specialist will report to the SD Unit Manager and work as part of the team led by the Agriculture, Environment and Forestry Country Sector Coordinator. The Rural Development Specialist will work as an integral part of the overall SD team, collaborating with both HQ and Beijing-based TTLs and teams. The successful candidate will perform the following duties: 1. Participate as a member of task teams working in the design, preparation, appraisal and supervision of agriculture, environment, rural development and/or natural resource management sector projects or multi-sectoral operation with these sectoral components, handling technical, and implementation issues; 2. Work with the project team to review technical documents for agriculture, environment, rural development and/or natural resource management sector projects including technical project design and bidding documents; 3. Identify bottlenecks and issues during project preparation and supervision, provide task teams with specific technical inputs and advice on solutions, and follow up on the implementation of agreed actions during mission intervals; 4. Assist task team leaders with drafting sections of official Bank documents such as, but not limited to, Aide Memoires, Project Concept Notes, and Project Appraisal Documents; 5. In close consultation with Bank task team leaders, assist in maintaining a liaison with Government, donors, civil society and other partners in the field of agriculture, rural development, environment and natural resources management, including but not limited to: 6. Facilitate and contribute to the work of other units in Sustainable Development Department (SD) and help develop stronger links between the rural team and other sector teams, such as urban, transport, energy, and environment and social. Team work across sectors is expected; 7. Ensure that World Bank task teams are fully informed of current events and issues related to agriculture, rural development and natural resource management in China; and key relevant discussions/consultations with Government, donors and NGOs; 8. Help to maintain up to date statistics, legislative and policy references and document library on agriculture, rural development and natural resource management issues in China; 9. Contribute, in consultation with the Agriculture, Environment and Forestry Sector Coordinator and other team members, to the knowledge management process for rural development activities in China; 10. Respond to regular internal and external requests for agriculture, rural development, environment and natural resource sector information. |
