Description

The Green Climate Fund (“the Fund”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

The Fund is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The Fund will pursue a country-driven approach in its operations.

The Resource Mobilization Specialist will be based at the Fund’s headquarters in Songdo, Incheon City, Republic of Korea. The position is for an initial three year period. This is a unique opportunity to be part of a start-up in international climate finance that offers stimulating challenges.

 

Role

The Resource Mobilization Specialist will be responsible for the technical dialogue with the Fund contributors. Her/his role is strategically important in the Fund’s positioning vis-à-vis its major contributions from governments, other public and private sector, and alternative sources whilst ensuring the core resource base for the Fund’s operations.

 

Duties and responsibilities

Under the guidance of the CFO and Director of Support Services, also working together with the Director of the Private Sector Facility and teaming up with another Resource Mobilization Specialist, she/he will be responsible for:

  • Identifying, engaging, and securing support from contributors and prospective contributors in governments, other public sector, Foundations, private sector, and alternative sources of finance;
  • Building support to the resource mobilization of the Fund, including in the context of relevant international or multilateral initiatives and key political summits;
  • Supporting the development, in close collaboration with other divisions of the Secretariat, of a sound plan designed to effectively achieve the Fund’s resource mobilization;
  • Contributing to the work required for the transition towards a periodic replenishment process;
  • Fostering and promoting an enabling environment for the mobilization of resources in  regions and countries;
  • For internal financial management purposes, providing realistic forecasts of expected voluntary contributions in both aggregate form and per contributor for current year and future years, as possible;
  • Representing the Secretariat in a number of inter-governmental as well as inter-agency forums relevant to resource mobilization;
  • Approaching possible private contributors and alternative sources, and maintaining collaborative relationships;
  • Ensuring deadlines are met and the quality of outputs is high.

 

Required experience and qualifications

  • Advanced university degree in development studies, finance, marketing, economics, public affairs, political science or a related field;
  • A minimum of 8 years of experience in the development field, including progressively responsible experience working at the international and national levels, with relevant exposure to resource mobilization.  Candidates with capital markets, investment banking or investment fund distribution/book-building experience for project finance and/or private equity in developing markets will also be considered;
  • Track record in international relations, multilateral processes and/or diplomacy, preferably with experience in the intergovernmental negotiations under the United Nations, particularly under the United Nations Framework Convention on Climate Change (UNFCCC), and/or multilateral development banks;
  • Good understanding and knowledge of climate change finance;
  • Demonstrated capacity to establish and maintain excellent relationships with key partners;
  • Demonstrated ability to represent the organization and interface effectively with senior governmental representatives officials, private sector, and alternative sources;
  • Strong communications and advocacy skills;
  • Proven ability to promote a vision, mission and achieve strategic goals;
  • Focus on impact and result for the stakeholders and responsiveness to critical feedback;
  • In-depth practical knowledge of inter-disciplinary development matters;
  • Ability to lead formulation of strategies, implementation, monitoring and evaluation;
  • Ability to lead dialogue with contributors, particularly with non-traditional ones and internal units, as well as the ability to identify and analyse trends, opportunities and challenges to fund-raising;
  • Excellent drafting and presentation skills;
  • Fluency in English is essential; knowledge of another United Nations language is an advantage;
