Description

The International Council on Clean Transportation (ICCT) has an immediate opening to work in its marine program.  We are seeking an energetic, self-directed researcher with excellent technical writing and analytical skills to help us build upon our existing international marine program. The International Maritime Organization (IMO) and various governments around the world are currently considering a suite of policy options to address climate change emissions from international shipping, as well as to reduce local emissions from port-related activity.  This position’s responsibilities will be focused on the strategic needs of national and local government agencies and upon the related international proceedings that aim to reduce marine-related emissions.  The position will require frequent domestic and international travel to international meetings, technical workshops, and conferences. The researcher will report to the Program Director for global goods and passenger movement, who oversees the marine, aviation, fuels, and heavy-duty vehicle programs. This position will be based from Washington DC, San Francisco, or Berlin.

The researcher’s tasks will include:

  • Analyzing, researching, and assessing policies to help accelerate the deployment of emission-reduction and efficiency practices in ships and at ports. 
  • Writing progress reports, policy briefs, and ICCT technical reports on reducing the impacts of the marine industry on air quality and climate change. 
  • Helping to organize workshops and other outreach efforts and giving presentations to educate policy-makers and their technical staff. 
  • Participating with and reviewing the work of technical consultants to the ICCT related to shipping vessels and ports. ?Participating in IMO exchanges, including ICCT paper contributions and review of papers submitted by member states and other observers in preparation for IMO Marine Environmental Protection Committee (MEPC) and Bulk Liquid Gas (BLG) meetings. 
  • Working with other ICCT programs (e.g., heavy-duty vehicle and fuels programs) as the need arises.

Qualifications

The ideal candidate will have a solid technical background; a strong knowledge of air quality, climate change, and general transportation issues; and a minimum of four years experience working on marine issues in government, industry, or academic settings.  A masters or doctorate degree in engineering or environmental science is preferred, as well as policy experience and a familiarity with economic analysis.  The ideal candidate will be highly organized, self-directed, as well as creative and strategic in problem solving and identifying policy needs. The position requires excellent quantitative, analytic, and research skills, along with strong written and verbal communications skills in English.  Fluency in another language is desirable, as is international experience.

Salary and Benefits

Annual salary is competitive and will be negotiable depending on experience. A generous benefits package is provided, including a 5% salary contribution for retirement; health, vision, dental, and life insurance; and vacation policies.
