The World Resources Institute (WRI) seeks a research fellow for its Climate & Energy Program. The successful candidate will conduct research for the Open Climate Network, a new coalition of independent research institutes monitoring climate policy progress in the world’s major economies. The Open Climate Network will track information on a range of indicators related to the implementation of various facets of climate change policy. Planned OCN modules include:

Mitigation policy implementation

Provision of international climate finance

Low-carbon economic growth and competitiveness
The Research Fellow will focus primarily on the third module. This will entail working with research partners in China, India, Europe, and the US to develop a research method for tracking indicators related to low-carbon growth and competitiveness – such as innovation, investment climate, and job creation in the clean energy sector – and then to apply the method to assess each country. The Fellow will also participate regularly in Network-wide meetings and will support the other modules as needed.
The fellowship is an exciting opportunity to apply research and analytical skills while interacting with climate policy experts from all over the world as part of a new, high-profile research initiative.
The fellowship is located at WRI’s headquarters in Washington, DC. Candidates who wish to work from WRI’s Beijing office and have significant experience working in China may be considered on a case-by-case basis, but in general, the DC location will be best suited to the project’s needs.

This position requires significant research ability, and is suited to someone who has a research-intensive master’s degree or who is working toward a PhD.
The successful candidate:

Has excelled in academia while obtaining one or more degrees in a related field (for example, public policy, economics, or business) from a rigorous and well regarded program

Demonstrates an ability to conduct research on policy-related questions using a range of quantitative and qualitative approaches, to document sources, and to communicate results accurately and objectively
- Is an exceptional writer, and can communicate effectively through a range of written media including technical papers, blog posts, and e-mail correspondence
- Is highly organized, motivated, and proactive
- Has strong interpersonal skills
- Is familiar with a range of technology and policy options for addressing climate change
- Is available to participate in conference calls with international partners outside of regular office hours
- Subscribes and adheres to WRI’s institutional values
- May have experience living in one or more OCN countries or regions, such as China, India, or Europe
- May have language skills in Mandarin
Duration:
The position is for 12 months, with the possibility of extension depending on performance, project needs, and funding. The start date is flexible, with an earlier date being preferred.

About the Climate & Energy Program:
WRI’s Climate & Energy Program strives to set the world on a new course, one with cleaner energy sources, healthier ecosystems and societies, technological innovation, and economic opportunities. Working with international, governmental, civil society, and business partners, CEP identifies and promotes effective policies and strategies to address climate change. The 50-person program currently works in fields such as renewable energy, U.S. federal and state climate policy, international climate policy, greenhouse gas accounting, carbon capture and storage, international emissions trading, the relationship between forests and climate, and adaptation to climate change. The program has a significant international focus, especially through partnerships in developing countries.
