Overview:

The World Resources Institute (WRI) seeks a Research Analyst for its Climate & Energy Program.  The Research Analyst will work as part of a team to develop new Greenhouse Gas Protocol guidelines for: (1) quantifying greenhouse gas (GHG) reductions from climate change mitigation actions and policies, and (2) tracking progress toward national and sub-national GHG reduction goals.

 

Countries and sub-national jurisdictions around the world are taking on GHG reduction pledges and planning and implementing a variety of climate change mitigation policies. As they do so, they are facing new pressures to account for the emissions reductions they achieve through their actions and track progress toward GHG reduction goals. This project will provide two sets of guidelines to increase the consistency and transparency in the way countries track performance of mitigation actions and goals, as a step toward more effective climate policy development and implementation.

This is a full-time (40 hours/week) position located at WRI’s headquarters in Washington, D.C., to begin as soon as possible.

Responsibilities:
  • Conduct research and analysis on existing methodologies and practices related to: (1) quantifying the greenhouse gas effects of mitigation actions and policies, and (2) tracking performance of countries and sub-national jurisdictions toward various types of GHG reduction goals
  • Facilitate technical working groups of external experts and stakeholders to develop internationally agreed, consensus-based GHG accounting and reporting guidelines for mitigation policies and mitigation goals
  • Draft sections of the guidelines  and revise text based on extensive feedback received from diverse experts and stakeholders
  • Interact with experts and stakeholders in a variety of countries worldwide (including, but not limited to, Brazil, Colombia, Ethiopia, India, South Africa, Thailand) to solicit participation and collect information and feedback
  • Organize and coordinate workshops, meetings, conference calls, and other interaction with external experts and partners
  • Deliver presentations to external audiences
  • Assist with drafting grant proposals
  • Assist in the preparation and dissemination of outreach materials, presentations and publications
  • Support other project activities as needed
Qualifications:
  • At least 3-5 years of professional work experience related to climate change
  • Masters degree in a relevant field (such as environmental policy, environmental economics, public policy, economics) or equivalent experience
  • Experience quantifying the GHG effects of climate change mitigation actions and policies, and/or other relevant experience such policy analysis, program evaluation, GHG accounting for projects or programmes of activities (PoA), quantitative analysis, and modeling
  • Ability to conduct research using a range of quantitative and qualitative approaches
  • Familiarity with the GHG Protocol and greenhouse gas accounting and quantification methodologies
  • Familiarity with climate change mitigation actions and policies
  • Familiarity with the UN Framework Convention on Climate Change (UNFCCC)
  • Preferably, experience convening or facilitating multi-stakeholder processes
  • Excellent English-language writing skills
  • Excellent English-language oral communication skills
  • Proficient with MS Word, Excel, and PowerPoint
  • Attention to detail and high level of organization
  • Ability to self-motivate and work both independently and as part of a team
  • Ability and willingness to travel internationally as needed (including, but not limited to, Brazil, China, Colombia, Ethiopia, India, South Africa, Thailand)

  • May have experience living in one or more countries
  • May be proficient in more than one language
