RAP's primary mission is to advise utility regulators and other public officials on regulatory and competitive utility policies to improve the overall economic and environmental performance of the electric and natural gas sectors. Specifically, we focus on strategies that:

  • increase investment in cost-effective energy efficiency, clean distributed generation and demand response, and renewable energy;
  • integrate energy and environmental regulation to improve air quality; and
  • establish policies and regulations that effectively address climate change.

About the Position

As a member of RAP's research team, the research & policy analyst will provide general research assistance to RAP’s program teams in the United States, China, European Union, and India. Duties will vary, but include web-based research, phone interviews, and other means to investigate energy regulations, policies, and laws, as well as related issues such as energy efficiency and carbon reduction strategies. The research & policy analyst must possess excellent research, writing, interviewing, and analytic skills, and must be skilled at navigating the internet and using Microsoft Office software. The ideal candidate will also be self-directed and able to work both independently and as part of a team. The successful applicant must have the described skills, some background in energy issues, and a significant interest in energy policy. The research & policy analyst will report to the research manager.

Primary Duties and Responsibilities

Includes the following and other duties as assigned:

  • Conduct ongoing research on energy regulation as part of RAP’s research team, including web-based and phone-based research.
  • Write and edit a variety of documents, including research briefs and portions of papers.
  • Collect and analyze energy policy information.
  • Continue to update knowledge of technical, regulatory, and legal issues related to the electricity and natural gas sectors and climate policy.
  • Regularly communicate research findings, progress, and issues to others at RAP. Post research material to RAP’s intranet portal and work with staff to support workflow needs, internal and external communications, content management, and information delivery.

Qualifications

The successful applicant will have the following minimum qualifications:

  • Three to five years of relevant experience.
  • A bachelor’s degree in economics, engineering, environmental studies, international relations, public policy, business administration, or a related field.
  • Excellent qualitative research skills as well as strong quantitative skills; information management skills a plus.
  • Experience in fact finding and analysis.
  • Excellent writing and communication skills, strong organizational skills including orientation to detail.
  • Experience with and interest in legal regulatory issues, and the ability to analyze and summarize laws and legal documents. Experience in financial issues in the energy sector is helpful.
  • Significant interest in energy and environmental policy and regulation. Ideally, experience conducting research in one of the following areas: energy policy, energy efficiency, renewable power or the carbon market.
  • The ability to work independently and as part of a team.
  • Foreign language skills are a plus.
  • Proficiency in MS Office applications. Knowledge of SharePoint a plus.

Compensation and Benefits

The expected start date for this position is January 2011. The position will be located in Montpelier, VT. RAP offers an excellent benefits package and a competitive salary that is commensurate with experience.
