The Renewable Energy (RE) Production Manager is responsible for the proper tracking and reporting of renewable energy system electricity production for the Commonwealth of Massachusetts.  This task is accomplished through the use of the Production Tracking System (PTS), a database and web application maintained by the Massachusetts Clean Energy Center (MassCEC). The PTS provides MassCEC with the information necessary to monitor and evaluate the performance of renewable energy systems and the effectiveness of its renewable energy programs.

MassCEC has been designated by the state Department of Energy Resources (DOER) as the Independent Third Party Meter Reader for the purpose of providing verification of Solar Renewable Energy Certificates (SRECs) for qualified generators. Therefore, the PTS also provides renewable generation system owners a convenient method for earning additional income from their renewable energy generation systems by verifying and reporting production data to sell in the form of SRECs.

Job Duties

The RE Production Manager ensures the proper use, maintenance, and operation of the PTS.  He or she will accomplish this through individual contribution as well as through managing a team of three staff members (both full-time and contract) who are performing data input, data analysis, programming, software quality assurance and end user customer service.  Specific job duties include:

Program and Team Management

  • Managing a three-person team including full-time staff and contractors;
  • Representing MassCEC in the making of policy decisions in concert with other MassCEC teams and external agencies such as DOER and NEPOOL;
  • Organizing and overseeing data quality assurance practices;
  • Overseeing software and database development, QA and releases;
  • Interfacing with IT Infrastructure team on IT issues for the PTS server;
  • Training, scheduling and coordinating support resources for PTS, including supervising staff and consultants.

PTS Architecture Enhancements

  • Working with or acting as software project manager to assess and improve PTS architecture and processes to maximize efficiency, responsiveness, reliability, security, verifiability, usability, data quality and functionality;
  • Application of system analysis techniques and procedures, including consulting with users, to determine PTS hardware, software or system functional specifications;
  • Design, development, documentation, analysis, creation, testing or modification of PTS based on and related to user or system design specifications.

Database Management

  • Registering new renewable energy systems;
  • Identifying, prioritizing, and performing database updates/corrections;
  • Ensuring seamless and accurate data collection, both manually and automatically;
  • Evaluating production data to identify improperly functioning renewable energy systems;
  • Identifying and contacting system representatives who do not report or are not reporting regularly.

Customer Service

  • Developing, documenting and implementing customer service best practices;
  • Working with renewable energy systems developers/installers, data acquisition system (DAS) providers, REC aggregators, system owners, leasing companies, and third-party owners to answer questions and trouble-shoot problems with system data or production reporting;
  • Developing and maintaining a problem/task tracking system and related processes for addressing PTS customer support issues.

Data Analysis and Reporting

  • Analyzing and solving complex technical issues submitted by users of the PTS system;
  • Responding to data requests and ad hoc inquiries about registrations, installed systems and production data;
  • Assisting users in configuring and troubleshooting production issues for new systems in PTS;
  • Providing easy access to PTS data to the general public through web interfaces, production summary reports, and other reporting mechanisms;
  • Managing on-site audit program, including third-party consultant that performs the audits, for data quality assurance and system specification verification.
  • PTS Independent Third Party Meter Reader Services
  • Monthly data quality assurance work, i.e. verifying production data;
  • Reporting energy production to the NEPOOL GIS to enable REC and SREC sales.

Position Qualifications

Education

  • Bachelor’s degree in technology, finance, business or related field
  • MBA or relevant Master’s degree is preferred

Experience

  • At least five years of experience managing a business function as well as managing people;
  • At least two years of experience managing a customer service function;
  • Software project management experience;
  • Experience with Advanced Microsoft Excel and data analysis skills.

  • Superior organizational skills, a rigorous attention to detail, and ability to be diligent with record keeping; and
  • Experience with making cross-functional decisions impacting business processes and results.

Preferred But Not Required

  • Basic understanding of the NEPOOL Generation Information System as it relates to tracking RECs;
  • Familiarity with Massachusetts clean energy regulatory framework, particularly regarding the state’s RPS requirements; and
  • Experience with ASP.NET, Visual Studio, MS SQL 2008, MS Server 2008 or other software.
