Scope of Duties
Under the supervision of the BCCP Project Manager and in close cooperation with staff of ACB,
the Resource Economist will perform a variety of tasks in support of project activities. He/she
will be responsible for the following duties:• Assist and support the Project and ACB in all matters related to Biodiversity economics,
particularly but not necessarily limited to, TEEB, ABS and REDD+;
• Conduct economic evaluations of the impacts of climate change on biodiversity for the
ASEAN region, with support from experts;
• Advise the Project Team on the use of information derived from economic assessments
for decision making in climate change adaptation and mitigation;
• Undertake costs and benefits analysis of climate change adaptation options that could
be used to guide policy and strategic interventions related to biodiversity;
• Carry out costing of impacts and valuing benefits of adaptation options to include
methods for assessment of environmental goods and services;
• Prepare reports as a direct result of work on the costs and benefits analysis of climate
change adaptation options;
• Review results of analyses, and develop and disseminate practical mainstreaming
guidelines and facilitate capacity development, when necessary, for integrating climate
change into national development plans and policies;
• Facilitate/participate in fora to assist the Project Team in the dissemination of relevant
information to the public and decision makers;
• Collaborate with the Project Team to promote mitigation and adaptation initiatives suited
to the local socioeconomic and environmental conditions of the ASEAN region;
• Provide inputs for the preparation of policy briefs targeting policy makers and
communication materials for different target audiences;
• Act as focal person to build analytical capacities (within the ASEAN region) in the
economic assessment of climate change impacts, adaptation policies, programs and
projects.
Qualifications and Experience
• Master's or Doctorate degree in economics, preferably in one or more of the following
sub-disciplines: environmental, natural resource, or agricultural economics; or
environmental policy with an emphasis in quantitative economic analysis;
• At least five (5) years experience working in senior management and/or research
positions in Environmental Management, Environmental Research, Resource
• Economics, Climate Change Adaptation or other closely related sector at a regional
• (ASEAN Member States) or international level;
• Experience in supporting decision making with respect to climate change and adaptation
• issues;
• Experience in the use of tools related to cost benefit analysis, natural resource
accounting and valuation, and risk and vulnerability assessment;
• A good understanding of climate change issues at the regional and international levels;
• Familiarity with public policy process regarding climate change and biodiversity;
• Demonstrated ability to produce reports on economics and policy issues;
• Relevant training or short-term courses required of the position;
• Excellent skills working with office applications (MS Excel, Word and PowerPoint);
• Excellent verbal and written communication skills in English, ability to communicate
ideas effectively and write quickly and clearly under pressure;
• Fluency in written and spoken English and in at least one regional language is a
prerequisite, further languages an asset;
• Applicants must be willing to work in Los Baños, Laguna, Philippines.

Remuneration Package: only application will be accepted that state the expected annual
salary (net, not including fringe benefits for housing and removal allocation)
Reporting Arrangements
The Resource Economist is expected to report to the BCCP Project Manager, putting in at least
40 hours a week in the duty station.

Duration of the Assignment
There will be an initial probationary contract of three (3) months which, upon review of
satisfactory performance, may be extended until the duration of the project.
