An opportunity exists in our Business Support Group for a Regional Quality Manager - North America. The Regional Quality Manager - North America position is based in our Montreal North America office.

The primary focus of this role is managing the company efforts to obtain ISO (9 001 and 14 001) and OHSAS (18 001) certifications.

Essential duties and responsibilities include:

  • Prime liaison with the Global MS Manager (UK-based);
  • Actively assist in reviewing, editing and elaborating MS programs specific for NA.
  • Roll-out of the MS implementation plan for North-America according preset milestones;
  • Provide initial training to NA staff;
  • Conduct regular internal audits to monitor implementation of MS plans and identify risk areas to improve prior to certifications;
  • Elaborate and implement appropriate communication strategy to ensure buy-in and compliance from all staff and sub-contractors;
  • Ensure technical, procedural and policy documentation of MS is up to date and in line with legislation and best practice in effect in NA (Canada and USA);
  • Updating of MS programs;
  • Ensure successful outcomes of external audits;
  • Perform and assist site safety audits (reporting and coordinate with other divisional systems and processes where applicable);
  • Management of subcontractor safety database for all site related subcontractors;
  • Monitoring, measuring and report on NA performance with respect with the MS;
  • Recommend actions to achieve planned results and continual improvement;
  • Create and maintain internal database with all the information (Corrective Action Request-CAR, Non Conformity-NC etc.) and prepare annual statistic analysis;
  • Monitor close out of MS Reviews and audits within prescribed timescales;
  • Participate in and support training and other MS initiatives in order to facilitate consistent standards and spread best practice;
  • Identify possible operational risks or opportunities and work with management to ensure an appropriate and effective response; and
  • Carry out or contribute to accident investigations, ensuring the comprehensive gathering of supporting evidence material.

The Regional Quality Manager (RQM) is responsible for implementing, maintaining and administrating the group Management Systems (MS) which combines Quality, Health & Safety and Environmental (QHS&E) aspects, as well as promoting the MS compliance standards throughout the GL GH North America operations. Duties will also include providing initial and recurrent training, ensure training standards are maintained as per the IMS Training requirements, undertake inspections and internal audits as and when required per the IMS, as well as performance reporting.

Person Specification

To be successful in this role, and our business, you will need to demonstrate the following qualification, professional expertise and personal attributes:

Technical / Professional Expertise

  • Ability to carry out detailed, thorough and systematic analysis;
  • Skilled in questioning and investigating to identify facets of situations and root causes;
  • Strong communication skills including, good listening, influencing and persuasive skills and ability to build effective working relationships with people at many levels;
  • Sound technical knowledge of the QHS&E process;
  • Ability to carry out QHS&E Audits;
  • Ability to look ahead and see potential issues and opportunities;
  • Prefer current certification in either, ISO 9001, OHSAS 18001, ISO 14001 or equivalent;
  • Prefer Internal Auditor certification;
  • Bachelors degree, preferable in engineering or in environmental sciences;
  • 3 to 5 years hands-on experience in the field of quality, occupational health, safety and environmental management (QHS&E);
  • Prefer experience in implementing, monitoring and administration of a successful QHS&E program; and
  • Knowledge of statistics and databases an advantage.

Competency Requirements

  • High level of skill in Microsoft Excel 2003 and 2007 and Word;
  • Ability to manage multiple initiatives/projects at a time;
  • Ability to write technical reports and commercial correspondence in English;
  • Ability to present information clearly and concisely; and
  • Fluent in other MS Office products including Project and PowerPoint.
