The Regional Greenhouse Gas Initiative (RGGI) is the first market-based regulatory program in the United States to reduce greenhouse gas emissions. RGGI is a multistate initiative to cap and reduce CO2 emissions from the power sector. RGGI, Inc. is a nonprofit corporation that provides technical and administrative services to support the RGGI participating states’ development, implementation and evaluation of the RGGI program. RGGI, Inc. currently has a staff of six and a budget of approximately $2.4 million per year. The organization is located in New York City. The Executive Director must be an effective manager with the ability to provide technical and administrative services in support of the RGGI participating states’ implementation of the RGGI program. Qualified candidates must have demonstrated leadership capabilities, excellent communication and management skills, experience with climate change and energy policy development, knowledge of state regulatory programs, and understanding of financial management in a government and/or not for profit setting. 

The Executive Director must be creative, proactive, and able to manage a diverse set of priorities and initiatives, while remaining responsive to the various needs and perspectives of the RGGI states. The Executive Director must also be effective at facilitating discussions of complex technical and policy matters amongst the various RGGI states.

The Executive Director is responsible for the day to day operation of the organization, at the direction of the Executive Committee of the Board of Directors. The Executive Director manages the organization’s staff, including all hiring and operational decisions, manages the annual budget and day to day financial matters, and assists the Board in carrying out its duties. The Executive Director also manages the organization’s communications. 

The Executive Director provides technical and logistical support to the RGGI states on the implementation and development of RGGI, including the management of the states’ quarterly regional CO2 allowance auctions, coordination of allowance tracking and emissions monitoring, assistance with each state’s offsets program, CO2 allowance market monitoring, technical analysis and program evaluation, and coordination of the periodic, comprehensive RGGI program review process.

 

Minimum Qualifications:

  • Ten years of professional experience in the field of environmental science or policy, energy policy, or other relevant field, with at least five years in a management capacity involving program planning, development, and implementation in a supervisory or team leadership role.
  • A graduate degree in environmental policy, science, public administration, law, or another field relevant to the implementation of the RGGI program. A comparable combination of experience and education can be substituted for the above requirements.
  • A firm working knowledge of, and experience working on, state and/or federal policy issues relating to climate change and/or energy; or firm working knowledge of, and experience working in energy markets.
  • Proven track record of effective program implementation amongst group with diverse interests.
  • Demonstrated facilitation skills.
  • Excellent communication and organizational skills.


Candidates Must Have the Ability to:

  • Work closely with the RGGI, Inc. Board, and staff of each of the RGGI participating states.
  • Develop and manage complex projects from startup to completion, and adopt new approaches in response to rapidly changing circumstances.
  • Translate information into action and results, set and meet deadlines and ensure organization accountability.
  • Prepare and manage budgets and supervise personnel.
  • Work with diverse groups, including public officials/staff, nongovernmental organizations, the business community, the public and the media.


Compensation: 

Salary will be commensurate with qualifications and experience and will include a benefits package.
