The Southeast Asia Regional Coordinator for CCI’s Waste Management Program will provide technical assistance to partner cities in the region that request support evaluating existing systems and designing new applications for waste management. Priorities will include the continued development of several projects currently underway in Vietnam and Indonesia, which includes a mixed waste material recovery facility and organics waste treatment complex; construction and demolition debris recycling facility and an integrated solid waste management system comprised of composting, landfill disposal and methane gas recovery.
Responsibilities will include:
Review of current municipal solid waste practices and development of strategies to reduce reliance on landfill disposal and energy consumption, and increase the amount of municipal solid waste by-products that can be converted to clean energy
Conduct techno-economic, financial and legal analysis of proposed strategies
Evaluate the logistics and cost effectiveness of transporting targeting waste streams to proposed solid waste management facilities
Develop consensus amongst key stakeholders for the actions required to implement proposed strategies
Manage the procurement process for the proposed strategies, including the development of request for proposals, evaluating proposals and negotiating terms and conditions for concession agreements
Prepare Clean Development Mechanism proposals for the proposed strategies
Considerable travel within the region is required
Qualifications:
A minimum of ten years of relevant experience in the field of municipal solid waste
Candidate must have extensive solid waste management project development experience that includes: identifying development partners, conducting financial analysis for public and private sector investors, managing project teams, promoting the project to stakeholders and evaluating waste collection, recycling, reuse, compost, landfill and waste-to-energy options
Outstanding analytical and Excel modeling experience
Strong interpersonal skills, including excellent written and oral communication
Ability to work independently and with a high level of initiative and self-motivation
Strong organizational ability and attention to detail
Proven ability to multi-task effectively and function in a fast-paced, high pressure work environment
Possess confidence, maturity, responsibility and resourcefulness
Desirable:
Relevant experience in conducting energy audits of wastewater treatment facilities and applying best management practices in waste water treatment technologies that promote energy efficiency
Southeast Asia experience
Fluency or competences in Vietnamese or Bahasa Indonesia
