The European Forest Institute (EFI) is an international organization with 25 Member Countries, and around 120 member organisations. EFI’s Headquarters is located in Joensuu, Finland. EFI has several offices across Europe, and FLEGT offices in Kuala Lumpur, Malaysia and in Beijing, China.

EFI hosts the EU FLEGT Facility and the EU REDD Facility, which support partner countries, the European Commission, EU Delegations and EU Member States in the implementation of the EU FLEGT Action Plan and REDD+ activities. Tasks and responsibilities

The REDD+ Expert will provide technical as well as strategic advice and inputs to the activities supported by the EU REDD Facility in Asia, currently Indonesia, Laos and Vietnam. The REDD+ Expert will be responsible for:

  • Managing and supervising technical assistance projects developed by the EU REDD Facility in the field of land-use governance, tenure and land-use planning as well as removing deforestation from commodity production, in support of REDD+ and FLEGT national processes.
  • Providing technical support to a broad range of stakeholders on matters related to FLEGT and REDD+ processes and their interactions, land-use governance, tenure and land-use planning, addressing drivers of legal and illegal forest conversion, removing deforestation from commodity production, drawing on lessons from the work developed by the EU REDD Facility and the EU FLEGT Facility in Africa, Asia and America.
  • Increasing the understanding and raise awareness of the potential for REDD+ and FLEGT interactions in the region, document and share experiences from partner countries in improving land use governance through their REDD+ and FLEGT national processes with a broad array of stakeholders, including partner country stakeholders, the European Union and its member states, donors, multilateral partners and other constituents and stakeholders.


Qualifications

  • MSc or higher university degree in forestry, natural resource management, economics, law, social sciences or related and suitable dicipline.
  • Minimum five years of relevant working experience, including in managing cooperation projects and funds in Asia, either through permanent residence in the region or frequent travelling.
  • Excellent understanding of REDD+ and particularly its implementation challenges in Asia. Good understanding of FLEGT is an asset.
  • Excellent understanding of the socio-political and cultural contexts of natural resources management and land-use governance in Asian countries.
  • Being connected to FLEGT and REDD constituents and stakeholders in the Asia region is an asset.
  • Leadership, capacity for initiative and track record of creative, structured and strategic thinking and pragmatic problem-solving.
  • Ability to work on complex and politically sensitive issues with governments, private sector, international actors, NGOs and civil society.
  • Excellent communication, networking and presentation skills.
  • Demonstrated ability of working in multi-disciplinary teams in multi-cultural environments.
  • Proficiency in English, both spoken and written, is required. Command of an Asian language is an asset.

Duty station and travel

The REDD+ Expert will be based at EFI’s Kuala Lumpur office with frequent travel to partner countries of the EU REDD Facility in Asia and regular visits to the EFI office in Barcelona.

Employment conditions

 EFI offers competitive benefits and salary package. The duration of employment will be two years, with a possibility for extension.
