Chemonics seeks varied REDD+ forest management/carbon markets specialists for a USAID-funded global climate change project in Ecuador. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Desired specialists and anticipated responsibilities include:
Carbon Finance Expert
- Develop a financially-based carbon market relying on private sector and government investment
- Identify and implement financial mechanisms for REDD+ and perform life-of-project financial assessments
- Provide financial and incentive mechanisms for behavior change, including developing tracking and information management capabilities for a national registry
Carbon Sequestration Expert
- Provide recommendations for climate change policy based on carbon measurement, financial analysis, and rates of change
- Develop emission mitigation tools, technologies, and methodologies
?Forest Resource and Land Planning Expert
- Recommend forest conservation, sustainable forest management, and forest monitoring strategies
- Incorporate global climate change strategy into local land use plans
- Identify land use strategies and priority activities that address the drivers of deforestation and forest degradation
Ecuadorian REDD+ Policy Expert (Spanish/English fluency required)
- Design or implement programs with policy reform components in environment, state reform processes, and good governance
- Provide informed advise on Ecuadorian climate change and forestry policies
- Develop capacity assessments of critical areas and specific challenges that face local governments in the implementation of REDD+ and environmental planning
Policy Dialogue and Local Governance Expert (Spanish/English fluency required)
- Strengthen national level policies, procedures, and capacities to support Ecuador's participation in REDD+ and other market processes
- Coordinate public entities, civil society, and NGOs for REDD+ policy creation and regulation
- Analyze and present technical documentation of the regulatory environment for forest carbon policy
- Demonstrate understanding of the development of social and environmental standards in the national and international context
Monitoring and Evaluation Expert
- Monitor and evaluate of REDD+ , climate change, or deforestation programs
- Monitor and evaluate carbon emissions and carbon sequestration activities
Social and Environmental Safeguards Expert
- Implement social and environmental safeguards for REDD+ to ensure participation of relevant actors and recognition of benefits accrued from land-based emissions
- Coordinate outreach and participatory processes with communities, in particular Ecuadorian indigenous and rural communities
- Ensure inclusion of a gender focus in the development and implementation of social safeguards in the policies and implementation of REDD+ actions
REDD+ Communications and Education Expert
- Provide human and institutional capacity building, citizen participation, and communication for environmental and forest policy to facilitate Ecuador's participation in REDD+
- Improve cross-sector communication and integration within and between relevant government agencies and organizations
- Develop community outreach and coordination of civil society organizations and NGOs
Qualifications:
- Advanced degree in a field relevant to the position
- Minimum five years of experience working in a relevant field
- Experience in Latin America
- Experience in indigenous communities
- Experience with the REDD+ framework
- USAID program experience a plus
- Excellent written and oral communication skills
- Proficiency in written and oral English required
