Description

The EAGLE Network is looking for professionals with some experience of living, travelling or working in Africa.  We are looking for individuals with strong personal engagement and internal motivation to effect change in Africa through activism, fighting wildlife crime and corruption.

The four permanent positions – Monitoring & Evaluation, Financial, Investigations Support  and Organizational Development  officers form a newly  created Central Coordination Unit.  Positions are based in Nairobi with frequent long missions in Central and West Africa.  Salaries are modest.

The EAGLE Network operates in 8 African countries where it carries wildlife law enforcement operations that brought more than 1,000 traffickers to prison.

ESSENTIAL CONDITIONS FOR APPLICANTS:

POSITIONS:

 

1. Network Monitoring & Evaluation Officer - an inspector of activities, targets and procedure in the 8 countries’ network.

 

The role includes:

  • Verifying Activity reports of all countries and ensure quality and targets met
  • Checking adherence to systems and procedures being followed
  • Documenting shortcomings, inconsistencies, lack of results, quality gaps, reporting delays and errors. 
  • Comparing any failings in the Internal Control Systems
    • Developing a summary table of criteria and measurable indicators as required to facilitate technical inspections
    • Undertaking Inspection Missions in EAGLE member countries as required to inspect, rectify and improve the performance of the Network Member.

Specific requirement - previous experience in quality control inspections or law enforcement background.

 

2.  Network Financial Officer - an inspector of financial systems and accountability of the 8 countries’ network.

 

The role includes:

  • Verifying all accounting systems of Network Members and ensure quality
  • Checking adherence to systems and procedures being followed against the Management Procedure Manual
  • Documenting shortcomings, inconsistencies, lack of results, quality gaps, reporting delays and consistently repeated errors. 
  • Comparing any failings in the Internal Control Systems
  • Undertaking Inspection Missions as required to inspect, rectify and improve the performance of the Network Member.

Specific requirement -  previous experience in accounting and financial management of a large scale international structure.

 

3. Network Investigations Support Officer -  set to elevate the investigations level in each project, develop new investigation methods and serve as a back office to support live investigations in the 8 countries’ network

The role includes:

  • Ensuring Safety and security of investigators
  • Elevating quality of investigations across the network
  • Innovation of investigation methods
  • Ensuring that members adhere to the Operational Procedures Manual investigation methods
  • Issuing new procedures in Operational Procedures Manual and ensure assimilation
  • Intelligence centralization
  • Open source internet investigations
  • Ensuring that appropriate investigation equipment is available for each member
  • Direct training in-country
  • Back-office real-time support for live investigations
  • Daily advise and trouble-shooting for members
  • Coaching and backstopping for members
  • Identifying gaps in member projects and supporting solutions
  • Coordinating exchange of investigators
  • Ensuring effective communication with other investigating bodies

Specific requirement -  previous experience in law enforcement or investigation work, mastery of online investigations.

 

4. Network Organizational Development Officer – plays a proactive role, which is designed to support the Network Members and the EAGLE Network to succeed.  S/He is responsible for identifying and leading organizational development needs, undertaking personnel development both within the Network Members and across the Network and spearheading innovative initiatives that will enable the EAGLE Network to be successful in its mission to foster activism and take forward the fight against corruption.

The role includes:

  • Proactively identifying performance challenges and organizational development needs in Network Members and developing mechanisms and programs to enable Network Members to operate effectively.
  • Proactively identifying training, mentoring and personal and professional development needs of a Network Member, Country Coordinator and Super-Volunteers, to enable them to operate effectively in their roles.
  • Supporting the EAGLE Network in the selection and development of high potential people, e.g., super-volunteers for crucial positions in the Network Members.
  • Spearheading innovative initiatives that will foster activism and take forward the fight against corruption.

Specific requirement -  previous experience in capacity building or organizational development.
