Description

ENVIRONMENT: IC3 is a climate research institute recently created by the
Government of Catalonia. IC3's main scientific goal is to assess and understand climate
variability and change at global and regional scales to improve both predictions and
projections. Linked to this goal, IC3 works on understanding and simulating how global
change modulates variability and change in society and ecosystems. IC3's mandate is to
become a leading international centre for climate research in Europe, with a regional
focus on the Mediterranean area. IC3 will mainly develop top-quality research on basic
and applied climate sciences, while informing society and stakeholders on future climate

The Institute is undertaking a new project, named ClimaDat, with the aim of creating
long-term climate observation sites in natural, protected environments all around the
Spanish territory. Gathered data will be open and available to the scientific community
and also to the general public. Educational and outreach actions constitute an important
part of the project. Permanent exhibitions showing real-time data and their relationship
with the local environment are also planned.

MAIN DUTIES: The successful applicant will cover the purchasing needs of IC3,
specifically for the ClimaDat project and/or related to, fulfilling the technical
specifications required for each equipment, as well as the economical and administrative
requirements (public sector tenders and contracts). The candidate will deal with the
search for providers, especially in the case of sensors, measurement and related
equipment. He/she will emit purchase orders within an appropriate timing fitted to the
project requirements and following the technical specifications. The purchasing
technician will control the delivery dates, state of products, terms of invoices, delivery
compliance and accounting, as well as supporting the evaluation of providers and finding
alternative sources of supply. Negotiation with suppliers on pricing, delivery and
payment terms, requesting for the necessary information to guarantee the project success
in terms of deadlines, is a duty. The purchasing technician will be also involved with the
preparation of administrative and technical specifications for public contract Invitations
for Bids.

QUALIFICATIONS, SKILLS AND ABILITIES: The minimum level required for
applicants is Diploma or higher (technical engineers are preferred). As for the experience,
a minimum of two years performing duties of equipment purchases, preferably in
university environments or public entities, is required. Contrasted experience in the
preparation of both administrative and technical specifications for public contract
Invitations for Bids is required. Knowledge of equipment for measurements of physical
or chemical atmospheric parameters and/or control instrumentation is highly desired.
Knowledge of the Contract’s Law for the Public Sector (LCSP) is a must. The candidate
is expected to be fluent in English, both written and spoken, as well as in Spanish and
Catalan. Proficient computer skills (Advanced Office user) are expected and knowledge
of ERP for SMEs is desired. The candidate should be able to work as an active and
collaborative team member to help in the delivery of shared objectives, to communicate
clearly with a range of colleagues of varying levels of technical and scientific
competence. Personal abilities should include initiative and creativity, planning and
organization, work team skills, the ability to write administrative and technical
documents, and conflict analysis and resolution.

REMUNERATION: Annual gross salary within the range of 24.500 € (IC3 salary level
S9), up to 27.500 € (IC3 salary level S11) according to the candidate value and
experience. A deduction of 6.35% will be made for the Spanish health and social public
insurance system. In order to calculate net salary figures, an additional tax deduction of
around 15% (depending on the salary level) should be applied. A tax free food allowance
of 1.326 €/year should be added to the previous figures.

LENGTH OF CONTRACT: Contract for work and services (4-6 months).

STARTING DATE: The position starts as soon as possible after May 6th, 2011.
