Description

Protection Adviser, Payments for Ecosystem Services Project,
FFI Cambodia Country Programme
Fauna & Flora International

Gross Annual Salary: EUR 27,600 – 31,200 (dependent on skills and experience)
Start Date:   As soon as possible
End Date: 31 December 2014
Location:  This position will be based in Phnom Samkos Wildlife Sanctuary (PSWS), Pramouy ranger station for at least 50% of the time, with travel to Phnom Penh (20%) and elsewhere (30%) as required.

Founded in 1903, Fauna & Flora International (FFI) is the world’s longest-established international conservation organisation. Our vision is to create a sustainable future for the planet where biodiversity is conserved by the people living closest to it. We aim to do this through the conservation of threatened species and ecosystems worldwide, choosing solutions that are sustainable, based on sound science and take account of human needs. We have become a trusted entity in the world of conservation. Today FFI is active in over 40 countries.

Working closely with local partners, the Asia Pacific Programme currently includes a broad range of species and landscape targeted conservation initiatives in Cambodia, China, Indonesia, Laos, Myanmar, Philippines and Vietnam, and has country programme offices in Hanoi, Jakarta, Manila, Nanning, Phnom Penh and Yangon, and a regional hub office in Singapore. Around 80 projects are being implemented in the region by a team of approximately 330 staff, consultants, volunteers and partner organisations with an annual regional budget of approximately USD 12 million.

FFI has been active in Cambodia since 1996 and was one of the first conservation NGOs to work in the country. We currently work in partnership with the Ministry of Environment and Ministry of Agriculture, Forestry & Fisheries. The priorities of our work in Cambodia are to secure and improve the management of areas important to the country’s biodiversity, to help build national capacity, by providing Cambodian nationals with the necessary skills, experience and materials to conserve their unique natural heritage, and to preserve some of the region’s most threatened species.

The Sustainable Provision of Ecosystem Services in the Cardamom Mountains Landscape Project is a four year project funded by the European Commission.  The project is focused on developing Payment for Ecosystem Services (PES) schemes associated with hydroelectricity sites located within strategically vital protected areas (PAs) of the Cardamom Mountains Landscape (CML).  The Royal Government of Cambodia’s (RGC) National Strategic Development Plan (NSDP) emphasizes the importance of the private sector, good governance and macro-economic development in achieving poverty reduction. The Cambodia – European Community Strategy Paper 2007-2013 highlights deforestation and biodiversity loss as the principle environmental challenge that must be met in order to achieve NSDP objectives. This project will address challenges highlighted in the NSDP and the Cambodia – European Community Strategy Paper. It will do so by strengthening awareness and capacity at all levels to design, implement and effectively monitor PES projects. The project will substantially strengthen support for biodiversity conservation and ensure that pro-poor and multi-stakeholder benefit-sharing and consultation mechanisms are integrated throughout the conceptualization, design and implementation of PES projects. This will result in improved governance, local livelihood development and macro-economic development without negatively impacting biodiversity conservation.

FFI is seeking a highly experienced and results-orientated individual in protected areas management, law enforcement and bio-monitoring to act as the protection advisor for a hydro-dam reservoir site and the wider Cardamom Mountains Landscape.

S/he will have strong practical experience in protected areas management with an emphasis on law enforcement (including training rangers in bio-monitoring, apprehension techniques and first aid). S/he will have an advanced degree or equivalent level qualification in a relevant discipline such as natural resources management, protected areas management, ecology/biology and/or substantial experience in a related role.
