Description

This exciting role will provide support to the Lead Projects Manager and senior managers within the Cycling and Walking Delivery team, Environmental Service. The Project Officer will assist with identifying and securing resources for delivering externally funded project work with the main focus being transport sustainability and feasibility studies.

This role will be instrumental in delivery of the Community Renewal Fund (CRF) “Sustainable Travel Network“ project within short timescales over a wide range of disciplines from concept development through to implementation, involving multi-disciplinary teams, external contractors, staff from external bodies and community representatives.

This role is funded through the UK Community Renewal Fund (CRF). The UK Government is providing £220 million of funding to support pilot programmes and test new approaches to support local economic growth, prior to the introduction of the UK Shared Prosperity Fund, investing in projects that cover investment priorities of skills, community and place, local business and supporting people into employment. The CRF is managed with local authorities acting as lead authorities for their area.

It takes forward the cycling and walking strategy for health benefits to enable people to connect to places across Norfolk’s Network of quiet roads, trails and other public rights of way. Walking and cycling also offer solutions to the problems of traffic congestion in our towns and improve quality of life, a stronger economy and an enhanced environment.

We are looking for a highly experienced and motivated individual to find more effective ways of delivering services. You will need to demonstrate an innovative approach which embraces new ways of working with a commercial outlook to maximise the value of partnership working, community and business sector involvement. Collaboration with the wider team will be required to deliver the CRF projects along with leading on elements of the projects to include preparing internal reports, attending meetings with the Lead Projects Manager and Head of Service and on their behalf as required.

Key responsibilities will include:

•           Identify resources for delivering externally funded project work

•           Coordinate the delivery of projects from concept through to implementation

•           Develop and support partnership working with external stakeholders

•           Review and monitor project resources, programmes and budgets

•           Produce financial and activity reports and prepare claims

•           Prepare project initiation documents, briefs and procure works and services

•           Maintain systems and procedures for the control and delivery of projects through the Environment Senior Officer Group using established systems, processes and protocols

Excellent writing and verbal communication skills are essential in this role, as is a good understanding of publicly available grant funding institutions. Ability to understand, interpret and disseminate information is key to the role along with the skills to produce clear understandable pieces of work for a mixed audience. Initiative and a proactive skillset will be needed to problem solve.

A flexible approach to collaborative working and the ability to work under pressure to tight deadlines is essential.
