The European Environment Agency (EEA) is organising an open competition with a view to recruiting a temporary agent to work within the area of information services and further with a view to establishing a reserve list.

THE AGENCY:

The EEA is an Agency of the European Union (EU) and one of the decentralised Community bodies. The EEA aims to support sustainable development and to help achieve significant and measurable improvement in Europe’s environment, through the provision of timely, targeted, relevant and reliable information to policy-making agents and the public.

JOB DESCRIPTION:

Under the responsibility of the Head of Information Services Group the Project Officer shall support the EEA in the implementation of thematic information services.

The position will entail the following tasks:

  • Liaise with thematic groups in EEA to support them with technical and operations tasks related to selected information services;
  • Contribute to the group discussion on the identification and definition of new EEA information services;
  • Contribute to assuring common elements and an improved level of interoperability between above services;
  • Support the establishment of Citizen Observatories in technical aspects;
  • Secure the maintenance of the EEA reporting obligations database (ROD);
  • Provide guidance to countries in updating the distributed SERIS application; 
  • Assist and increasingly coordinate the technical development of EnviroWindows into a widely used collaboration tool;
  • Support the running of operational web services jointly with the EEA IT department;
  • Assist the operation of GMES services when they become available;
  • Support selected technical INSPIRE tasks.

 ELIGIBILITY CRITERIA:

Candidates applying must satisfy the following eligibility criteria on the closing date for the submission of applications:

a)  A level of post-secondary education attested by a diploma, or a level of secondary education attested by a diploma giving access to post-secondary education and professional experience of at least 3 years;

b)  A minimum of 6 years of relevant professional experience

In addition, in order to be eligible a candidate must:

  • Be a national of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Switzerland and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of another of these languages to the extent necessary for the performance of the duties pertaining to the post;
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post.

SELECTION CRITERIA:

Essential:

  • Educational background and/or work experiences in applied information sciences;
  • Good knowledge of technologies behind internet-based data and information services;
  • Experiences with implementing and maintaining (environmental) information systems;
  • Skills in translating user requirements into system development specifications;
  • Experiences in planning and following pre-defined projects and development goals;
  • Good knowledge of written and spoken English;
  • Ability to prioritise work and manage his/her responsibilities;
  • Good organisational and interpersonal skills;
  • Excellent communication and motivation skills;
  • Basic database knowledge;
  • Excellent knowledge of the main MS Office Software, namely Word, Excel, PowerPoint and Outlook.

Advantageous:

  • Familiarity with environmental themes and priorities;
  • Knowledge of open-source programming tools;
  • Experiences with latest web technologies (social networks, Web2.0, 3.0 examples).
